【摘要】：從中西比較的宏大參照系之下,近代中國人在探索西方何以富強(qiáng)的過程中,逐漸將其富強(qiáng)之因與議院緊緊聯(lián)系起來。同時(shí),也認(rèn)識到議院與"民氣"、"民心"、"民隱"的關(guān)系。出于富強(qiáng)之功利考慮,不少人積極鼓吹仿立議院;從維系君權(quán)之統(tǒng)治權(quán)威與尊嚴(yán)出發(fā),不少人提醒要謹(jǐn)防議院帶來的挑戰(zhàn)。無論是1898年前對西方富強(qiáng)原因的探討,還是此后關(guān)于議院的定位、議院的職權(quán)、議院的類型選擇等分析,以及民初有關(guān)國會的實(shí)踐狀況,近代中國人對議院的認(rèn)知主要是基于工具價(jià)值,始終以"有用無用"來判斷。從中給予當(dāng)代中國最富價(jià)值的啟示是:沒有全民對諸如議院等制度的認(rèn)同,就很難使之成為國家治理體系中成熟定型的元素,也無法實(shí)現(xiàn)國家與社會的常態(tài)治理。
[Abstract]:From the grand reference frame of the comparison between China and the west, in the process of exploring the richness and strength of the west, the modern Chinese gradually linked their wealth and strength to the house of Parliament. At the same time, they also recognized the relationship between the house and the "popular", "people's heart" and "the people's hidden". On the basis of authority and dignity, many people remind to beware of the challenges brought by the house, whether it is the discussion of the reasons for the prosperity of the west before 1898, the position of the house, the power of the house, the choice of the house of Commons, and the practice of the relevant Congress in the early days of the Republic, which is mainly based on the value of the tool value. It has always been judged by "useful useless". The most valuable revelation to contemporary China is that it is difficult to make it a mature and stereotyped element in the state governance system without the identity of the system such as the house, or to realize the normal governance of the state and society.
