【摘要】：隨著全球社會經(jīng)濟快速地發(fā)展,公共突發(fā)危機事件也在不斷增加,中國作為快速發(fā)展中的國家,在追求經(jīng)濟、文化等發(fā)展的同時,難免會遭遇各種形式的公共突發(fā)危機事件。應急預案作為應對突發(fā)事件的指導性處置方案,有助于阻斷突發(fā)公共突發(fā)危機事件的事態(tài)蔓延,降低事件造成的危害損失,是應急管理工作中的重要內(nèi)容之一,而應急預案是否科學有效直接關系到應急管理工作能否順利開展。因此,用科學的評估方式來管理應急預案,有助于提高應急預案在發(fā)揮應急處置指導工作方面的實效性,從而提高政府和社會群眾應對突發(fā)事件的能力,最終保障社會的和諧安定。首先,本文通過國家重點項目課題研究情況入手,綜合國內(nèi)外有關應急預案評估的研究現(xiàn)狀,對應急預案的評估方法和評估效果等進行概述；其次,在國內(nèi)學者研究基礎上,通過借鑒美國的應急管理框架和通用任務表等資料,提出了適用與我國目前應急預案的評估新模式,即利用對照法對預案開展評估,主要依據(jù)國內(nèi)頒發(fā)的突發(fā)事件應對法等法律法規(guī)標準、上位應急預案、美國前沿的預案管理理念與方法(美國綜合應急準備指南101、美國國家事故管理系統(tǒng)NIMS和通用任務表UTL等)、相關研究成果、同類案例分析這五個方面進行對照評估,采用小組頭腦風暴等研討手段,以提升應急準備能力為目的,重點對預案的充分性、可行性、完整性、可接受性、符合性這五方面進行評估,發(fā)現(xiàn)預案中存在的內(nèi)容和結構上的問題,提出針對性的修訂建議,完善應急預案。再者,本文還以《廣東省處置大面積停電事件應急預案》作為評估目標案例,將整個對照評估的模式應用到該預案當中,讓讀者更加詳細的了解對照評估法在預案評估中的實施運用。最后,總結對照評估方法在應急預案評估中應用存在的有點和不足,提出改進和完善評估方法的意見。
[Abstract]:With the rapid development of global society and economy, public emergencies are also increasing. China, as a rapidly developing country, will inevitably encounter various forms of public emergencies while pursuing the development of economy and culture. As a guiding solution to emergency, emergency plan is helpful to block the spread of public emergency and reduce the damage caused by the incident. It is one of the important contents of emergency management. Whether the emergency plan is scientific and effective is directly related to the smooth development of emergency management. Therefore, using scientific evaluation method to manage emergency plan is helpful to improve the effectiveness of emergency plan in giving full play to the guiding work of emergency disposal, thus improving the ability of the government and the public to deal with emergencies. The ultimate guarantee of social harmony and stability. First of all, this article through the national key project topic research situation, synthesizes the domestic and foreign related emergency plan appraisal research present situation, carries on the summary to the emergency plan appraisal method and the appraisal effect and so on; secondly, based on the domestic scholar research foundation, By referring to the information of the emergency management framework and the general task table of the United States, this paper puts forward a new evaluation model suitable for our country's current emergency plan, that is, using the contrast method to carry out the evaluation of the contingency plan. Mainly according to the domestic laws and regulations, such as the emergency response law, the upper emergency plan, The concepts and methods of plan management in the front line of the United States (US Comprehensive Emergency Preparedness Guide 101, National accident Management system NIMS and Universal Task Table UTL, etc.), relevant research results, and similar case studies are compared and evaluated in these five aspects. Using group brainstorming and other research methods, with the aim of improving the emergency preparedness capability, focusing on the assessment of the adequacy, feasibility, integrity, acceptability and conformity of the plan, Find out the problems in the content and structure of the plan, and put forward some suggestions to perfect the emergency plan. Furthermore, this paper also takes Guangdong Province's Emergency Plan for dealing with large area blackouts as an evaluation target case, and applies the whole model of comparative evaluation to the plan. Let the reader understand in more detail the application of the control evaluation method in the pre-plan evaluation. Finally, the author summarizes the shortcomings of the application of the control evaluation method in the emergency plan evaluation, and puts forward some suggestions on how to improve and perfect the evaluation method.
