【摘要】：產(chǎn)學(xué)研合作在推動企業(yè)技術(shù)創(chuàng)新能力的提升以及建設(shè)創(chuàng)新型國家方面發(fā)揮不可替代的作用。論文以政府職能為中心,探討阜新市政府在促進當(dāng)?shù)禺a(chǎn)學(xué)研合作中取得的成績以及不足,并分析問題的原因,有針對性的借鑒美、日、英等國產(chǎn)學(xué)研合作的經(jīng)驗,提出阜新市政府推動產(chǎn)學(xué)研合作的對策。首先,論文界定產(chǎn)學(xué)研合作的概念,介紹產(chǎn)學(xué)研合作的重要意義,分析政府在產(chǎn)學(xué)研合作中的職能,并介紹政府推動產(chǎn)學(xué)研合作的理論基礎(chǔ);同時介紹阜新市產(chǎn)學(xué)研合作的成效,主要包括:專利申請總量不斷提升、企業(yè)的主體作用日益凸顯、公共服務(wù)平臺初現(xiàn)雛形;其次,探討阜新市政府推動產(chǎn)學(xué)研合作中存在的問題,主要包括:法律法規(guī)不完善,導(dǎo)向職能發(fā)揮不健全;政府對產(chǎn)學(xué)研合作資金投入不足,經(jīng)濟扶助職能發(fā)揮不到位;缺乏高科技創(chuàng)新人才,服務(wù)職能發(fā)揮不到位;知識產(chǎn)權(quán)保護與發(fā)展力度不夠,監(jiān)督職能發(fā)揮不充分;政府管理體制不完善,管理協(xié)調(diào)職能發(fā)揮不力。分析問題背后的原因主要有以下幾方面:政府對產(chǎn)學(xué)研合作的重視程度不足、資金投資力度較弱、政府對公共服務(wù)職能的認(rèn)識不到位、技術(shù)市場發(fā)育不健全以及政府宏觀調(diào)控能力不完善;再次,通過分析美、日、英等國產(chǎn)學(xué)研發(fā)展的舉措,為阜新市產(chǎn)學(xué)研發(fā)展提供了借鑒樣本。最后,有針對性的提出了阜新市政府推動產(chǎn)學(xué)研合作的對策建議。有利于提高阜新市創(chuàng)新能力,為促進城市的社會管理創(chuàng)新提供了有益探索。
[Abstract]:The cooperation of industry, university and research plays an irreplaceable role in promoting the technological innovation ability of enterprises and building an innovative country. This paper focuses on the function of government, discusses the achievements and shortcomings of Fuxin city government in promoting the cooperation of local industry, education and research, and analyzes the causes of the problems, and draws on the experiences of the United States, Japan, Britain and other countries in the cooperation of industry, education and research. This paper puts forward the countermeasures of Fuxin city government to promote the cooperation between industry, university and research. First of all, the paper defines the concept of industry-university-research cooperation, introduces the significance of industry-university-research cooperation, analyzes the functions of the government in the industry-university-research cooperation, and introduces the theoretical basis of the government to promote the industry-university-research cooperation. At the same time, it introduces the effect of Fuxin's cooperation of industry, university and research, mainly including: the total amount of patent application is increasing, the main role of enterprise is becoming more and more prominent, and the public service platform is in its infancy; secondly, This paper probes into the problems existing in Fuxin city government's promotion of industry-university-research cooperation, including: imperfect laws and regulations, imperfect guiding function, insufficient government investment in production-university-research cooperation, and inadequate economic support function. Lack of high-tech innovation personnel, the service function is not in place; intellectual property protection and development efforts are not enough, supervision function is not sufficient; the government management system is not perfect, management coordination function play a weak role. The main reasons behind the analysis are as follows: the government does not pay enough attention to the cooperation between industry, university and research, the intensity of capital investment is weak, and the government's understanding of the public service function is not in place. The technology market is not perfect and the government's macro-control ability is not perfect. Thirdly, through the analysis of the development of industry, education and research in the United States, Japan, Britain and other countries, it provides a reference sample for the development of Fuxin. Finally, the paper puts forward the countermeasures and suggestions of Fuxin city government to promote the cooperation of industry, university and research. It is beneficial to improve the innovation ability of Fuxin city and provide a beneficial exploration for promoting the social management innovation of the city.
