【摘要】：改革開(kāi)放以來(lái),珠三角地區(qū)交通運(yùn)輸發(fā)展取得了顯著成就,已初步形成了多種運(yùn)輸方式有效配合的綜合交通運(yùn)輸體系。但同時(shí)也存在著一些問(wèn)題,如交通規(guī)劃建設(shè)和管理統(tǒng)籌協(xié)調(diào)乏力;交通樞紐建設(shè)滯后,各運(yùn)輸方式間的銜接不緊密;通道性、骨架性項(xiàng)目建設(shè)滯后,交通供需矛盾日益突顯;資金、用地等因素制約交通一體化的快速推進(jìn)等。這些都對(duì)珠三角交通一體化中的行政管理提出了新的要求。同時(shí),珠江三角洲地區(qū)公路水路交通基礎(chǔ)設(shè)施一體化發(fā)展也面臨著重大機(jī)遇:《珠江三角洲地區(qū)改革發(fā)展規(guī)劃綱要(2008-2020年)》提出“建設(shè)開(kāi)放的現(xiàn)代綜合交通運(yùn)輸體系”的目標(biāo)和《指導(dǎo)意見(jiàn)》提出的“以交通一體化為先導(dǎo)”的要求為交通基礎(chǔ)設(shè)施一體化發(fā)展提供了契機(jī)。交通一體化中的一個(gè)重要方面是行政管理體制。本文首先分析了珠三角地區(qū)交通一體化中行政管理體制的現(xiàn)狀,梳理了省交通運(yùn)輸行政管理總體架構(gòu),公路、水路和道路、水路運(yùn)輸及行政執(zhí)法體制。其次對(duì)珠三角交通一體化行政管理體制中的問(wèn)題進(jìn)行了分析,指出了縱向和橫向行政管理中存在的問(wèn)題,公路、水路管理體制問(wèn)題,并進(jìn)行了綜合評(píng)價(jià)。最后對(duì)改進(jìn)和完善珠三角地區(qū)交通一體化中的行政管理進(jìn)行了探討,提出了基本原則和轉(zhuǎn)變政府職能和深化管理體制改革的建議,并提出了珠三角地區(qū)的進(jìn)一步舉措。
[Abstract]:Since the reform and opening up, the development of transportation in the Pearl River Delta region has made remarkable achievements. But at the same time, there are some problems, such as the lack of coordination between traffic planning and management, the lag of transportation hub construction, the link between different modes of transportation is not close, the channel and skeleton project construction lag, and the contradiction between traffic supply and demand is increasingly prominent. Funds, land use and other factors restrict the rapid development of transportation integration. These all put forward the new request to the administrative management in the Pearl River Delta transportation integration. meanwhile The integrated development of highway and waterway transportation infrastructure in the Pearl River Delta also faces great opportunities: the outline of the Reform and Development Planning for the Pearl River Delta region (2008-2020) puts forward the goal of "Building an Open Modern Integrated Transport system" The requirement of "taking traffic integration as forerunner" put forward by standard and guidance provides an opportunity for the development of transportation infrastructure integration. An important aspect of transportation integration is the administrative system. This paper first analyzes the present situation of the administrative system in the Pearl River Delta area traffic integration, combs the general structure of provincial transportation administration, highway, waterway and road, waterway transportation and administrative law enforcement system. Secondly, the paper analyzes the problems in the administrative system of traffic integration in the Pearl River Delta, points out the problems existing in the vertical and horizontal administration, the management system of highway and waterway, and makes a comprehensive evaluation. Finally, the paper discusses the improvement and improvement of administrative management in the area of transportation integration in the Pearl River Delta region, puts forward the basic principles and suggestions for transforming the functions of the government and deepening the reform of the management system, and puts forward further measures for the Pearl River Delta region.
