【摘要】：隨著電子技術(shù)和網(wǎng)絡(luò)的發(fā)展,電子政務(wù)發(fā)展程度己經(jīng)成為衡量一個(gè)國(guó)家及城市綜合競(jìng)爭(zhēng)力的標(biāo)志之一。其中,政府門(mén)戶網(wǎng)站是電子政務(wù)建設(shè)的重要組成部分,能夠體現(xiàn)出電子政務(wù)的綜合發(fā)展水平。概括而言,政府門(mén)戶網(wǎng)站就是政府利用網(wǎng)絡(luò)媒體直接面向社會(huì)公眾統(tǒng)一發(fā)布政府信息,及時(shí)收集并處理社會(huì)公眾意見(jiàn)和建議,提供政府辦事指南,受理公眾業(yè)務(wù)及公布辦理結(jié)果,為社會(huì)公眾服務(wù)的新窗口。在這樣的背景下,探討服務(wù)型政府視角下政府門(mén)戶網(wǎng)站研究就是一個(gè)非常有價(jià)值的選題,本文以高郵市為具體的考察對(duì)象,以新公共服務(wù)理論、公共溝通理論、善治理論為理論基礎(chǔ),總結(jié)了高郵市政府門(mén)戶網(wǎng)站的管理特點(diǎn)：有序的網(wǎng)站管理分工,有力的安全管理措施,完善的部分網(wǎng)站功能。通過(guò)對(duì)高郵市政府門(mén)戶網(wǎng)站的現(xiàn)狀進(jìn)行分析,指出了服務(wù)型政府視角下當(dāng)前門(mén)戶網(wǎng)站管理存在的主要問(wèn)題：網(wǎng)站功能錯(cuò)位、網(wǎng)站管理主體單一、一站式服務(wù)能力弱。針對(duì)存在的問(wèn)題,本文進(jìn)行了細(xì)致的剖析,并深入探求其根源,認(rèn)為造成高郵市政府門(mén)戶網(wǎng)站服務(wù)效能低下的原因是由多方面造成的,包括觀念層面的原因如“政府本位”意識(shí)嚴(yán)重、公民權(quán)利意識(shí)淡薄、政民溝通意識(shí)薄弱；制度層面的原因如缺乏監(jiān)督反饋機(jī)制,考核機(jī)制不完善,獎(jiǎng)懲機(jī)制不健全；實(shí)際操作層面的原因,如缺少專(zhuān)職人員、服務(wù)流程不規(guī)范、技術(shù)手段過(guò)時(shí)。在此基礎(chǔ)上,我提出了提升高郵市政府門(mén)戶網(wǎng)站服務(wù)效能的對(duì)策：一是樹(shù)立管理主體多元化的理念,增強(qiáng)政府服務(wù)意識(shí),培育公民民主意識(shí),加強(qiáng)政民溝通意識(shí)；二是加強(qiáng)制度建設(shè),建立監(jiān)督機(jī)制,完善考核機(jī)制,健全獎(jiǎng)懲機(jī)制；三是提高操作效率,配備專(zhuān)職人員,規(guī)范服務(wù)流程,利用新興技術(shù)。
[Abstract]:With the development of electronic technology and network, E-government has become one of the indicators to measure the comprehensive competitiveness of a country and a city. Among them, the government portal is an important part of e-government construction, which can reflect the comprehensive development level of e-government. To sum up, the government portal means that the government directly issues government information directly to the public through the Internet media, collects and processes public opinions and suggestions in a timely manner, and provides guidance on government affairs. Accept the public business and announce the results of the processing, the new window for the public service. Under this background, it is a very valuable topic to discuss the research of government portal website from the perspective of service-oriented government. This paper takes Gaoyou City as the specific object of investigation, taking the new public service theory and the public communication theory as the object of investigation. Based on the theory of good governance, this paper summarizes the management characteristics of Gaoyou government portal website: orderly division of labor of website management, effective safety management measures, and perfect part of website functions. By analyzing the current situation of Gaoyou government portal website, this paper points out the main problems of portal website management under the perspective of service-oriented government: website function dislocation, single main body of website management and weak one-stop service ability. In view of the existing problems, this paper makes a detailed analysis, and deeply explores its root cause, and thinks that the reasons for the low efficiency of Gaoyou government portal website are caused by many aspects. The reasons include serious consciousness of "government standard", weak consciousness of civil rights, weak consciousness of communication between government and people, reasons of system level such as lack of supervision and feedback mechanism, imperfect assessment mechanism, imperfect mechanism of rewards and punishments, etc. Practical operational level reasons, such as the lack of full-time personnel, service processes are not standardized, technical means out of date. On this basis, I put forward the countermeasures to improve the service efficiency of Gaoyou government portal: first, to establish the concept of diversification of management subjects, to strengthen the sense of government service, to cultivate the democratic awareness of citizens, and to strengthen the awareness of communication between the government and the people; Second, strengthen the system construction, establish the supervision mechanism, perfect the examination mechanism, perfect the reward and punishment mechanism; third, improve the operation efficiency, equip the full-time personnel, standardize the service flow, utilize the emerging technology.
