新疆“去極端化”研究

【摘要】:新疆作為中國(guó)的西北邊陲重地,是我國(guó)國(guó)家安全的重要戰(zhàn)略屏障,地緣政治位置特殊,并在我國(guó)國(guó)家安全各個(gè)層面都起到了獨(dú)特的作用,正是這種特殊的地緣政治作用,使新疆成為歷史上各國(guó)勢(shì)力競(jìng)相爭(zhēng)奪和滲透的場(chǎng)所。現(xiàn)階段,“去極端化”工作是新疆乃至全國(guó)維護(hù)社會(huì)穩(wěn)定和長(zhǎng)治久安總目標(biāo)工作的重要組成部分,是關(guān)乎我國(guó)國(guó)家安全的重要工作,尤其是近年來(lái)新疆地區(qū)的宗極端主義迅速蔓延,造成了許多負(fù)面的影響,必須對(duì)“去極端化”更加重視。研究新疆的“去極端化”工作,對(duì)于維護(hù)新疆的安全穩(wěn)定和社會(huì)發(fā)展具有重要的社會(huì)實(shí)踐意義,同時(shí)也是當(dāng)前穩(wěn)定局勢(shì)的需要,對(duì)于維護(hù)祖國(guó)統(tǒng)一、民族團(tuán)結(jié)具有理論意義和現(xiàn)實(shí)指導(dǎo)意義。本文以新疆具有特殊的戰(zhàn)略地位以及目前“三期疊加”的大環(huán)境下深入推進(jìn)“去極端化”工作為研究背景,對(duì)新疆地區(qū)的宗教極端主義的歷史變遷進(jìn)行了深入的分析,首先論述了宗教極端主義的由來(lái)及成因,其次分析了新疆地區(qū)內(nèi)宗教極端勢(shì)力、宗教極端主義的主要表現(xiàn)以及現(xiàn)實(shí)危害,從而揭示出宗教極端主義的反動(dòng)本質(zhì)。其后對(duì)新疆“去極端化”進(jìn)行了現(xiàn)實(shí)透視,首先對(duì)新疆“去極端化”工作的內(nèi)涵進(jìn)行界定,其次對(duì)新疆的“去極端化”社會(huì)治理實(shí)踐進(jìn)行分析,闡述了新疆開(kāi)展“去極端化”的主要做法及取得的成效,最后剖析了影響新疆的“去極端化”的因素以及開(kāi)展相關(guān)工作面臨的現(xiàn)實(shí)困境。本文認(rèn)為新疆“去極端化”的路徑主要從四方面著手,分別是形成“去極端化”的社會(huì)共識(shí);形成“去極端化”社會(huì)治理的長(zhǎng)效機(jī)制;構(gòu)建“去極端化”法治治理的具體路徑;促進(jìn)民族團(tuán)結(jié)深入推進(jìn)“去極端化”,以此對(duì)新疆“去極端化”提供參考和建議。
[Abstract]:Xinjiang, as the northwestern border of China, is an important strategic barrier for China's national security, with a special geopolitical position, and has played a unique role in all aspects of China's national security. It is precisely this special geopolitical role. Xinjiang has become a place where various countries compete and penetrate in history. At the present stage, the work of "de-extremism" is an important part of the overall goal of maintaining social stability and lasting stability in Xinjiang and the whole country, and is an important work related to the national security of our country. Especially in recent years, the extremism in Xinjiang has spread rapidly, which has caused many negative effects, so we must pay more attention to "de-extremism". Studying the work of "de-extremism" in Xinjiang has important social practical significance for safeguarding the security, stability and social development of Xinjiang, at the same time, it is also the need to stabilize the current situation and to safeguard the reunification of the motherland. National unity has theoretical and practical significance. Based on the background of Xinjiang's special strategic position and the deep promotion of "depolarization" under the environment of "three phases superposition", this paper makes an in-depth analysis of the historical changes of religious extremism in Xinjiang. This paper first discusses the origin and causes of religious extremism, then analyzes the religious extremist forces in Xinjiang, the main manifestations of religious extremism and its practical harm, thus revealing the reactionary nature of religious extremism. After that, it makes a realistic perspective on the "de-extreme" in Xinjiang, first defines the connotation of "de-extreme" in Xinjiang, and then analyzes the practice of "de-extreme" social governance in Xinjiang. This paper expounds the main methods and achievements of "depolarization" in Xinjiang, and finally analyzes the factors affecting "depolarization" in Xinjiang and the practical difficulties that it faces in carrying out relevant work. This paper holds that the path of "depolarization" in Xinjiang is mainly from four aspects, namely, forming the social consensus of "de-extremism", forming the long-term mechanism of "de-extreme" social governance, constructing the concrete path of "de-extreme" rule of law governance; To promote national unity and further promote "deextremism", in order to provide reference and suggestions for Xinjiang "De-extreme".
