【摘要】：近幾十年以來,社會組織在世界各國的發(fā)展異常迅猛,甚至有許多學(xué)者把這種現(xiàn)象稱作是“全球社團(tuán)革命”,并認(rèn)為其意義與民族國家的興起對20世紀(jì)產(chǎn)生的意義一樣重大。社會組織作為一種國家體系之外的力量,積極地承擔(dān)著社會事務(wù),參與社會管理和公共服務(wù)職責(zé),對我國政府的行政改革起著極大的推動作用。當(dāng)前,我國已進(jìn)入社會組織快速發(fā)展的歷史時期,社會組織將在我國政治、經(jīng)濟(jì)和社會生活中扮演越來越重要的角色。但是,目前我市的社會組織還處在起步階段,各方面都不規(guī)范,需要政府對其進(jìn)行正確的引導(dǎo)。論文著眼于我市社會組織的發(fā)展現(xiàn)狀,剖析阻礙其發(fā)展的原因,研究今后陽江地區(qū)社會組織發(fā)展的對策思考。本研究主要采用文獻(xiàn)分析、深度訪談和調(diào)查問卷等方法,通過文獻(xiàn)資料的研究收集和對調(diào)查問卷的分析整理,對陽江地區(qū)社會組織的發(fā)展現(xiàn)狀進(jìn)行剖析,分析其主要做法、成效、存在問題及其成因,借鑒國內(nèi)外經(jīng)驗,從而對本地區(qū)社會組織的發(fā)展提出對策建議。通過研究得出結(jié)論:要進(jìn)一步推進(jìn)我市社會組織的發(fā)展,必須要統(tǒng)一思想,切實加強黨和政府對社會組織的領(lǐng)導(dǎo);壯大社會組織發(fā)展空間;規(guī)范社會組織管理;加大扶持力度,加強財稅政策扶持;完善政府向社會組織購買公共服務(wù)的選擇路徑和加大人才培育引進(jìn)力度。
[Abstract]:In recent decades, social organizations have developed very rapidly in the world. Many scholars even call this phenomenon a "global community revolution", and believe that its significance is as significant as the rise of the national state in twentieth Century. As a force outside the national system, social organizations actively undertake social affairs. Taking part in the responsibility of social management and public service plays a great role in promoting the administrative reform of our government. At present, our country has entered the historical period of rapid development of social organization, and the social organization will play a more and more important role in the political, economic and social life of our country. However, the social organization of our city is still at the beginning. At the stage, all aspects are not standardized and need the government to guide them correctly. The paper focuses on the development status of the social organization in our city, analyzes the reasons for hindering its development, and studies the Countermeasures for the development of the social organization in Yangjiang. The research collects and collects the survey questionnaire, analyzes the development status of the social organization in Yangjiang area, analyzes its main practice, results, problems and causes, and draws lessons from domestic and foreign experience, and then puts forward some countermeasures and suggestions to the development of local social organizations. To develop, we must unify the thought, strengthen the leadership of the party and the government to the social organization, strengthen the development space of the social organization, standardize the management of the social organization, strengthen the support, strengthen the support of the fiscal and tax policy, perfect the choice path of the government to buy public services to the social organizations, and increase the strength of the talent cultivation and introduction.
