【摘要】：西方協(xié)商民主理論中,協(xié)商民主具有政治合法性功能。協(xié)商民主實(shí)踐在中國(guó)地方政府方興未艾,然而少有研究運(yùn)用調(diào)查數(shù)據(jù)探討地方政府采用協(xié)商民主的政治合法性動(dòng)機(jī)。本文認(rèn)為,中國(guó)地方政府同樣出于維護(hù)政策合法性與政治信任的考慮推動(dòng)不同形式的協(xié)商民主實(shí)踐。本文基于2013年針對(duì)全國(guó)36個(gè)主要城市的連氏市民調(diào)查數(shù)據(jù),通過大樣本數(shù)據(jù)分析,檢驗(yàn)了市民的公共協(xié)商感知對(duì)其政治認(rèn)同的影響。研究發(fā)現(xiàn)公共協(xié)商感知顯著提高了市民的政治滿意度、政府清廉度感知和公共服務(wù)滿意度,這一發(fā)現(xiàn)表明政府征求公眾意見這一公共協(xié)商實(shí)踐的確可以起到改善公眾政治認(rèn)同感的作用。我們還進(jìn)一步檢驗(yàn)了教育程度和黨員身份對(duì)公民公共協(xié)商感知與政治態(tài)度關(guān)系的調(diào)節(jié)作用,結(jié)果不僅表明教育程度增強(qiáng)了公共協(xié)商感知對(duì)公民政治認(rèn)同的積極作用,還發(fā)現(xiàn)黨員身份的調(diào)節(jié)作用并不存在。最后,本文還發(fā)現(xiàn)了公共協(xié)商對(duì)公民政治信任"消極"影響的作用機(jī)制,公眾的公共協(xié)商態(tài)度顯著降低了公共服務(wù)滿意度和政治清廉度感知對(duì)政治信任的積極作用。
[Abstract]:In the western theory of consultative democracy, negotiated democracy has the function of political legitimacy. Consultative democratic practice is in the ascendant of the local government in China. However, few research uses investigation data to explore the political legitimacy motivation of local governments to adopt consultative democracy. This article holds that the Chinese local government is also out of maintaining the legitimacy of policy and political trust. Consider promoting different forms of consultative democratic practice. Based on the survey data of lien's citizens in 36 major cities in 2013, this paper examines the impact of public consultation perception on its political identity through large sample data analysis. The research finds that public consultation perception significantly improves the public's political satisfaction and government integrity. Perceived and public service satisfaction, the findings suggest that the public consultation practice in which the government is soliciting public opinion can indeed play a role in improving the public sense of political identity. We further examine the role of education and Party membership in the regulation of public consultation perception and political attitudes, which not only indicate the educational process. It also enhances the positive role of public consultation perception to citizen political identity, and finds that the role of the identity of the party members does not exist. Finally, this paper also finds the mechanism of the "negative" effect of public consultation on the "negative" effect of citizen's political trust, and the public consultation attitude has significantly reduced the satisfaction of public service and political honesty.
