【摘要】：地球是我們?nèi)祟惞餐募覉@,它為我們提供著所有生產(chǎn)和生活的必需條件和資源。隨著近代經(jīng)濟社會飛速發(fā)展和人類對大自然的無節(jié)制掠奪,環(huán)境問題已經(jīng)成為制約當(dāng)前世界各國發(fā)展的一個現(xiàn)實和歷史問題,各國政府也能清醒的認(rèn)識到解決環(huán)境問題的歷史緊迫性,也都在力推節(jié)能減排,遏制碳排放量等舉措。我國在上世紀(jì)早已將環(huán)境保護列為基本國策之一,可見國家重視之程度,歷屆各級政府也將改善環(huán)境狀況納入到工作重要議程中,高瞻遠(yuǎn)矚的從戰(zhàn)略眼光去看待社會經(jīng)濟發(fā)展和環(huán)境保護的得失,制定一系列切實可行的中長遠(yuǎn)規(guī)劃,促進人與自然的和諧相處。污染嚴(yán)重問題是近些年全世界所面臨的一個共同難題,也是人類發(fā)展不可避免的環(huán)境問題,它也是我們社會生產(chǎn)、生活的必然產(chǎn)物。雖然通過我國政府多年在環(huán)境保護方面的不懈努力,我國環(huán)境污染總體狀況得到一定程度的控制和改善,但是環(huán)境污染問題依然十分嚴(yán)峻,重大惡性污染事故成高發(fā)狀態(tài),我國在環(huán)境污染方面的嚴(yán)峻形勢和挑戰(zhàn)是前所未有,這些問題嚴(yán)重制約和影響了社會主義經(jīng)濟發(fā)展及群眾的正常生活,成為我國前進道路上的絆腳石。我們不能狹隘的把環(huán)境問題看待成簡單的社會問題,它與人類社會發(fā)展是相互依附,密不可分的。環(huán)境問題的產(chǎn)生是因為只重視眼前利益的獲取,而不計代價,不計后果的衍生物。我國正處于社會主義發(fā)展的關(guān)鍵時期,也是實現(xiàn)我們偉大中國夢的關(guān)鍵時期,環(huán)境問題是兩個“一百年”無法回避的現(xiàn)實問題。我們要深刻吸取西方發(fā)達(dá)國家先發(fā)展經(jīng)濟,后治理環(huán)境的教訓(xùn),應(yīng)該把環(huán)境治理與經(jīng)濟發(fā)展放到同樣的高度,甚至經(jīng)濟發(fā)展在某些時候要讓路環(huán)境治理,不能簡單的邊發(fā)展、邊污染、邊治理,要銘記歷史教訓(xùn),統(tǒng)籌兼顧,科學(xué)治理。隨著我國改革開放三十多年,近年來經(jīng)濟在飛速地增長,但環(huán)境問題卻在逐年惡化已成為我國經(jīng)濟與社會發(fā)展中不容忽視的問題。目前,有關(guān)環(huán)境污染和破壞所造成的問題,已經(jīng)嚴(yán)重影響經(jīng)濟與環(huán)境之間的可持續(xù)發(fā)展,其中很多問題的源頭與政府的決策失策、監(jiān)管不力等行為有緊密關(guān)系。要處理這些問題,就要進行保護環(huán)境；要緊緊圍繞美麗中國,實現(xiàn)中華民族偉大復(fù)興的中國夢,就要堅定不移地進行可持續(xù)發(fā)展戰(zhàn)略；正確地界定政府在環(huán)境保護中的行為管理及行政職責(zé),合理地利用有限資源加大資金的投入,創(chuàng)新管理理念,使公眾的積極參與等。本論文是以我國政府在環(huán)境保護中的行為問題為中心點,構(gòu)建了提出問題-分析原因-解決對策的分析框架。首先,從國內(nèi)外環(huán)境保護與政府行為的概念界定入手,探討環(huán)境保護中政府行為的內(nèi)涵以及政府在環(huán)境保護中的行為理論基礎(chǔ)和現(xiàn)實意義。其次,對目前我國環(huán)境保護中政府行為的現(xiàn)狀進行闡述,并提出政府在環(huán)境保護行為的現(xiàn)狀中所存在的問題。再次,從環(huán)境保護的法律體系、政府行為的管理體制、政府資金的管理系統(tǒng)和政府監(jiān)管機制四個角度探析了環(huán)境保護中政府行為的具體表現(xiàn),對形成這些問題的原因進行分析。最后,本論文在進行整體分析的基礎(chǔ)上,根據(jù)目前環(huán)境保護法律、政府管理等因素提出對我國環(huán)境保護中的政府行為應(yīng)該如何完善的對策建議。綜合上述,得出結(jié)語,我國應(yīng)運用積極的態(tài)度加大對環(huán)境保護發(fā)展的投入,推進人類與環(huán)境、經(jīng)濟與環(huán)境之間協(xié)調(diào)共存,擁護可持續(xù)發(fā)展戰(zhàn)略。
[Abstract]:The earth is the common home of our human beings. It provides us with all the necessary conditions and resources for all production and life. With the rapid development of modern economy and society and the unrestrained plunder of human nature, the environmental problem has become a realistic and historical problem that restricts the development of all countries in the world, and the governments of all countries can also be aware of it. In order to solve the historical urgency of environmental problems, we are also trying to push the energy conservation and emission reduction and curb carbon emissions. In the last century, China has already listed the environmental protection as one of the basic national policies. It can be seen that the state is paying attention to it. All the governments at all levels have also improved the environmental situation into the important agenda of the work, looking far and far from the strategic perspective. For the development of social economy and the gains and losses of environmental protection, a series of practical and long-term planning will be formulated to promote harmony between people and nature. The serious problem of pollution is a common problem facing the world in recent years, and is also an unavoidable environmental problem for human development. It is also the inevitable product of our social production and life. Through the unremitting efforts of our government for many years in environmental protection, the overall situation of environmental pollution in our country has been controlled and improved to a certain extent, but the problem of environmental pollution is still very severe, and the serious and malignant pollution accidents are in high incidence. The serious situation and challenges in environmental pollution in our country are unprecedented and these problems are seriously made. It has influenced the development of the socialist economy and the normal life of the masses, and has become a stumbling block on the way of our country. We can not narrow the environmental problem into a simple social problem. It is dependent on the development of human society and is inseparable. Our country is at the key period of the development of socialism and the key period to realize our great Chinese dream. The environmental problem is the realistic problem that can not be avoided in the two "one hundred years". We should deeply absorb the lessons from the developed western developed countries to develop the economy and the post governance environment. Economic development at the same height, and even the economic development at some time to give way to the environmental governance, can not simply side development, side pollution, side control, must remember the history lesson, take both consideration and scientific governance. With China's reform and opening to the outside world for more than thirty years, the economy has been growing rapidly, but the environmental problems have become worse and worse. At present, the problems caused by environmental pollution and destruction have seriously affected the sustainable development between the economy and the environment, and many of them are closely related to the government's decision making and poor supervision. To deal with these problems, we should protect the environment. In order to close the beautiful China and realize the Chinese dream of the great rejuvenation of the Chinese nation, we must unswervingly carry out the strategy of sustainable development, correctly define the behavior management and administrative responsibilities of the government in environmental protection, rationally utilize the limited resources to increase the investment of funds, innovate the concept of management, and make the public actively participate in this paper. On the basis of the behavior problems of our government in environmental protection, this paper constructs an analytical framework to put forward questions, analyze reasons and solve countermeasures. First, starting with the definition of environmental protection and government behavior at home and abroad, the connotation of government behavior in environmental protection and the theoretical basis and reality of government behavior in environmental protection are discussed. Secondly, the present situation of government behavior in environmental protection in China is expounded, and the existing problems of the government in the situation of environmental protection are put forward. Again, the environmental protection is analyzed from four angles: the legal system of environmental protection, the management system of government behavior, the management system of government funds and the regulatory mechanism of government government. In the end, this paper, based on the overall analysis, puts forward some suggestions on how to improve the government behavior in environmental protection in China based on the current environmental protection law and government management. We should increase investment in environmental protection and promote the harmonious coexistence between mankind and the environment, economy and environment, and support sustainable development strategy.
