【摘要】：自改革開放至今,我國市場經(jīng)濟制度快速成長起來,市場機制走向成熟。然而,在改革過程當中,政府經(jīng)濟職能轉(zhuǎn)變的相對滯后阻礙著市場經(jīng)濟的快速發(fā)展。為進一步理順政府與市場的關(guān)系,十八屆三中全會重新定義了市場在中國特色社會主義市場經(jīng)濟中的作用,《中共中央關(guān)于全面深化改革若干重大問題的決定》(以下簡稱《決定》)指出“市場在資源配置中起決定性作用和更好發(fā)揮政府作用”。這就使得政府與市場的關(guān)系在理論上得到了明確地界定,這就更加需要當局在改革中,不斷地進行理論與路徑創(chuàng)新來為政府經(jīng)濟職能轉(zhuǎn)變服務�！翱たh治,天下安”。在國民經(jīng)濟運行和發(fā)展中,縣域經(jīng)濟起到了基礎(chǔ)性作用�？h級政府同其他各級政府比較而言,其職責與權(quán)能不單完備并且具體,也擁有更大的靈活性和創(chuàng)造性。因此,在新的形勢要求政府職能的轉(zhuǎn)變時,縣政府可以因地制宜,制定符合縣區(qū)發(fā)展的計劃,大力促進縣域經(jīng)濟的可持續(xù)穩(wěn)定發(fā)展,從而地推動整個國民經(jīng)濟社會的穩(wěn)定健康發(fā)展。所以,在新型政府與市場關(guān)系視角下,探究縣級政府經(jīng)濟職能轉(zhuǎn)變的路徑,不單能豐富政府職能轉(zhuǎn)變的相關(guān)理論,而且能探析政府經(jīng)濟職能轉(zhuǎn)變的路徑。本文在論述縣級政府經(jīng)濟職能的內(nèi)容、特點、作用的基礎(chǔ)上,結(jié)合莘縣經(jīng)濟發(fā)展的現(xiàn)狀,由“點”及“面”,總結(jié)了縣域經(jīng)濟中存在的一些典型問題:對農(nóng)業(yè)服務的缺位;三大產(chǎn)業(yè)發(fā)展不平衡,影響縣區(qū)總體經(jīng)濟活力;政府的過度地介入,導致市場機制難以成長和發(fā)揮作用;基礎(chǔ)設(shè)施建設(shè)乏力;生態(tài)保護與經(jīng)濟發(fā)展難以協(xié)同共進等。把實際問題上升到理論高度,從管理學、社會學、政治學、經(jīng)濟學等多學科的角度,根據(jù)黨關(guān)于政府與市場關(guān)系的最新論斷,就縣政府經(jīng)濟職能轉(zhuǎn)變提出了建議。本文所提出的政府切實轉(zhuǎn)變經(jīng)濟職能的主要途徑包括一是全面推行負面清單制度,二是大力發(fā)展現(xiàn)代農(nóng)業(yè),三是處理好三大產(chǎn)業(yè)間的發(fā)展關(guān)系,四是實現(xiàn)經(jīng)濟建設(shè)和生態(tài)文明建設(shè)的一體化發(fā)展。從內(nèi)外因角度分析,縣級政府實現(xiàn)經(jīng)濟職能的轉(zhuǎn)變,僅僅經(jīng)濟職能部門的努力是不夠的,還需要其它一些支撐條件,包括上級政府的財政支持、縣級政府自身建設(shè)、市場自身的約束機制的發(fā)揮等。
[Abstract]:Since the reform and opening up to date, China's market economy system has grown rapidly, the market mechanism has matured. However, in the process of reform, the relative lag of the transformation of government economic functions hinders the rapid development of market economy. In order to further rationalize the relationship between the government and the market, The third Plenary session of the 18th CPC Central Committee redefined the role of the market in the socialist market economy with Chinese characteristics, and the "decision of the CPC Central Committee on several important issues of comprehensively deepening Reform" (hereinafter referred to as "the decision") pointed out that "the market is in the resources." Play a decisive role in the allocation and better play the role of government. This makes the relationship between the government and the market clearly defined in theory, which makes it more necessary for the government to continuously carry out theoretical and path innovation in the reform to serve the transformation of government economic functions. The whole world is safe. In the operation and development of the national economy, the county economy has played a fundamental role. Compared with other levels of government, county governments have more flexibility and creativity in terms of their functions and powers. Therefore, when the new situation calls for the transformation of government functions, the county government can adapt measures to local conditions, formulate plans that conform to the development of the county and district, and vigorously promote the sustainable and stable development of the county economy. In order to promote the whole national economy society stable and healthy development. Therefore, from the perspective of the new relationship between government and market, exploring the path of economic function transformation of county government can not only enrich the relevant theory of government function transformation, but also explore the path of transformation of government economic function. On the basis of discussing the contents, characteristics and functions of the county government's economic function, combined with the present situation of the economic development of Xinxian County, this paper sums up some typical problems in the county economy from "point" and "face": the absence of agricultural service; The unbalanced development of the three industries affects the overall economic vitality of the county and district; the excessive intervention of the government makes it difficult for the market mechanism to grow and play its role; the construction of infrastructure is weak; the ecological protection and economic development are difficult to cooperate with each other. From the angle of management, sociology, political science, economics and so on, this paper puts forward some suggestions on the transformation of county government's economic function according to the party's latest theory on the relationship between government and market. The main ways proposed in this paper for the government to transform its economic functions include: first, to comprehensively implement the negative list system; second, to vigorously develop modern agriculture; and third, to handle the development relations among the three major industries. Fourth, realize the integration development of economic construction and ecological civilization construction. From the point of view of internal and external causes, it is not enough for the county government to realize the transformation of economic function, but it also needs some other supporting conditions, including the financial support of the higher government, the self-construction of the county government. The exertion of the restriction mechanism of the market itself.
