【摘要】：我國自改革開放以來,社會主義市場經(jīng)濟獲得了高速的發(fā)展,為適應(yīng)這種形勢,我國不斷推進社會主義政治體制改革,各級地方政府也面臨著越來越迫切的職能轉(zhuǎn)變要求,而行政審批制度改革則是政府轉(zhuǎn)變職能的重要方面。為推動行政審批制度改革,我國許多地區(qū)都推出了許多改革的舉措,其中政務(wù)服務(wù)中心作為推動政府政務(wù)公開、提高政府服務(wù)質(zhì)量和行政效率的重要載體,近些年來獲得了長足的發(fā)展。通過對政務(wù)服務(wù)中心產(chǎn)生的過程、發(fā)展的現(xiàn)狀進行研究,分析政務(wù)服務(wù)中心在產(chǎn)生和發(fā)展的過程中出現(xiàn)的問題并提出一些解決的辦法,不僅僅有利于傳播前人關(guān)于政務(wù)服務(wù)中心不同方面的優(yōu)秀研究成果,更重要的是對改進和完善政務(wù)服務(wù)中心,更好地推進行政審批制度改革發(fā)揮一定借鑒指導(dǎo)作用。本文第一章提出了研究的背景、目的與意義,梳理并歸納了國外國內(nèi)的相關(guān)理論和發(fā)展過程,介紹了本文研究的主要內(nèi)容和研究方法。第二章對政務(wù)服務(wù)中心的含義、職能作用、建設(shè)的意義以及相關(guān)的理論進行了概述。在第二章的基礎(chǔ)之上,第三章介紹了福山區(qū)政務(wù)服務(wù)中心的運行現(xiàn)狀,主要總結(jié)了福山區(qū)政務(wù)服務(wù)中心成立以來取得的成績,以及目前存在四個方面問題:政務(wù)服務(wù)中心缺乏相關(guān)法律制度;政務(wù)服務(wù)中心窗口職能受限;缺少對窗口工作人員的激勵和保障機制;信息技術(shù)的運用相對滯后。第四章主要研究了英國、韓國等國外先進國家以及廣州荔灣區(qū)、南通市等國內(nèi)先進城市的建設(shè)經(jīng)驗,對照先進查找不足,并在此基礎(chǔ)之上,第五章提出了問題的對策和建議,包括準確定位政務(wù)服務(wù)中心,完善運行機制;明確地方行政服務(wù)中心的法律地位和職能定位;深化服務(wù)型政府理念,更好的創(chuàng)建服務(wù)型政府;加大對政務(wù)服務(wù)中心軟硬件建設(shè)的投入。希望能夠為福山區(qū)政務(wù)服務(wù)中心以及其他有相似問題的地方政務(wù)服務(wù)中心的建設(shè)和發(fā)展提供有益的參考。
[Abstract]:Since the reform and opening up, the socialist market economy has developed at a high speed. In order to adapt to this situation, our country has continuously promoted the reform of the socialist political system, and local governments at all levels are also facing more and more urgent demands for functional transformation. The reform of the administrative examination and approval system is an important aspect of the transformation of government functions. In order to promote the reform of the administrative examination and approval system, many reform measures have been put forward in many areas of our country. Among them, the government affairs service center is an important carrier to promote the openness of government affairs and to improve the quality of government service and administrative efficiency. In recent years, great progress has been made. Through the research on the process and the present situation of the development of the government service center, the problems in the process of the emergence and development of the government affairs service center are analyzed, and some solutions are put forward. It is not only conducive to the dissemination of previous outstanding research results on different aspects of government service center, more important is to improve and improve the government service center, better promote the reform of administrative examination and approval system play a certain role in guiding. The first chapter puts forward the background, purpose and significance of the research, combs and summarizes the relevant theories and development process at home and abroad, and introduces the main contents and research methods of this paper. The second chapter summarizes the meaning, function, construction significance and relevant theories of government service center. On the basis of the second chapter, the third chapter introduces the current situation of the Fushan government service center, and summarizes the achievements made since the establishment of the Fushan government service center. At present, there are four problems: the lack of relevant legal system in the government service center; the limited function of the window in the government service center; the lack of incentive and protection mechanism for window staff; and the relative lag in the application of information technology. The fourth chapter mainly studies the construction experience of advanced cities such as Britain, South Korea, Liwan District, Nantong City and other advanced cities in Guangzhou. On the basis of this, the fifth chapter puts forward the countermeasures and suggestions. Including the accurate positioning of the government service center, improve the operational mechanism; clarify the legal status and functional positioning of the local administrative service center; deepen the concept of service-oriented government, better create service-oriented government; Increased investment in government service center hardware and software construction. It is hoped that it can provide a useful reference for the construction and development of the government service center in Fushan District and other local government service centers with similar problems.
