【摘要】：縣市是我國(guó)最基本的行政管理層次和經(jīng)濟(jì)單元。適度規(guī)模是縣市政區(qū)調(diào)整的基本目標(biāo)。與美國(guó)、法國(guó)、日本等發(fā)達(dá)國(guó)家相比,我國(guó)對(duì)縣市的界定更加復(fù)雜,縣市的行政管理職能較為完善,但城鄉(xiāng)分類(lèi)管理不明確,縣級(jí)政區(qū)規(guī)模設(shè)置較合理,但縣級(jí)政區(qū)級(jí)別較低,自主管理權(quán)限較弱,區(qū)劃差異懸殊。因此,合理設(shè)置地方政府機(jī)構(gòu)、調(diào)節(jié)縣市管理幅度、完善區(qū)劃法律體系、因地制宜縮小或擴(kuò)大行政區(qū)規(guī)模、減少行政層級(jí),是我國(guó)縣市政區(qū)調(diào)整的合理路徑。
[Abstract]:County and city is our country's most basic administrative management level and economic unit. Appropriate scale is the basic target of county and city administration district adjustment. Compared with the developed countries such as the United States, France and Japan, the definition of county and city in our country is more complicated, the administrative function of county and city is more perfect, but the classified management of urban and rural areas is not clear, the scale of county administrative district is reasonable, but the level of county administrative district is lower. Independent management authority is weak, regional differences. Therefore, setting up the local government organization rationally, adjusting the management range of county and city, perfecting the legal system of regionalization, reducing or expanding the scale of administrative region and reducing administrative level are the reasonable ways to adjust the administrative area of county and city in our country.
