【摘要】：地方政府是國(guó)家政權(quán)體系的基礎(chǔ),其治理能力的高低直接影響著地方經(jīng)濟(jì)和社會(huì)的發(fā)展,關(guān)系到國(guó)家的長(zhǎng)治久安和民生幸福。為了應(yīng)對(duì)我國(guó)社會(huì)轉(zhuǎn)型期出現(xiàn)的問題和挑戰(zhàn),提高地方政府治理的效能,需要加快地方政府治理能力現(xiàn)代化建設(shè)。所謂地方政府治理能力現(xiàn)代化,是指地方政府運(yùn)用現(xiàn)代性制度、組織和觀念提升地方治理能力,實(shí)現(xiàn)善治目標(biāo)的過程。本研究在有關(guān)地方政府治理理論指導(dǎo)下,結(jié)合我國(guó)地方政府治理的現(xiàn)實(shí),提出了我國(guó)地方政府治理能力現(xiàn)代化建設(shè)的路徑,以期為我國(guó)地方治理改革提供指導(dǎo)。本研究首先對(duì)“治理”、“治理能力”、“治理能力現(xiàn)代化”、“善治”等核心概念進(jìn)行了清晰厘定,以便正確認(rèn)知地方政府治理能力現(xiàn)代化的內(nèi)涵。其次,分析了地方治理現(xiàn)代化的背景,指出,地方治理現(xiàn)代化是對(duì)全球化帶來的挑戰(zhàn)的回應(yīng);是新公共管理運(yùn)動(dòng)勃興的產(chǎn)物;是推進(jìn)我國(guó)改革開放的需要。之后,回顧了我國(guó)地方政府治理的發(fā)展歷程,總結(jié)了當(dāng)前我國(guó)地方政府治理取得的成就和存在的問題。就存在的問題而言,主要是地方治理理念缺少目標(biāo)性、政策執(zhí)行能力不強(qiáng)、服務(wù)提供的能力不足、公平正義維護(hù)水平不高、危機(jī)應(yīng)對(duì)能力不足。我國(guó)地方治理存在的問題多而復(fù)雜,對(duì)地方政府治理能力提出了挑戰(zhàn),需要其治理能力向現(xiàn)代化轉(zhuǎn)變。治理能力的現(xiàn)代化包括治理的制度化、民主化、協(xié)同化和高效化。因此,為了解決地方治理中出現(xiàn)的上述問題,實(shí)現(xiàn)地方政府治理能力的現(xiàn)代化,本研究提出了以下建設(shè)路徑:向“善治”治理理念轉(zhuǎn)變、引導(dǎo)和監(jiān)督多元主體參與治理、地方政府治理科學(xué)化、完善地方政府服務(wù)職能、推進(jìn)依法行政建設(shè)、優(yōu)化中央與地方關(guān)系。從“管控”向“治理”轉(zhuǎn)變是地方政府管理模式改革的方向,需要進(jìn)行深層次的政府改革。地方政府治理能力現(xiàn)代化建設(shè)是一個(gè)系統(tǒng)工程,需要管理理念、制度和管理方式的創(chuàng)新。
[Abstract]:The local government is the foundation of the state power system, its governance ability directly affects the development of the local economy and society, the long-term stability of the country and the happiness of the people's livelihood. In order to cope with the problems and challenges in the period of social transformation and improve the efficiency of the governance of the local government, it is necessary to accelerate the modernization of the governance capacity of the local government. The modernization of the governance capacity of local government refers to the process that local governments use the modern system, organization and concept to improve the local governance ability and achieve good governance goals. Under the guidance of the local government governance theory and the reality of local government governance in China, this study puts forward the modernization of local government Governance in China. In order to provide guidance for the reform of local governance in China, the core concepts of "governance", "governance ability", "governance capability modernization" and "good governance" are clearly defined in order to correctly recognize the connotation of the modernization of local government's governance ability. Secondly, the background of the modernization of local governance is analyzed and pointed out, The modernization of local governance is the response to the challenge of globalization; the product of the flourishing of the new public management movement; the need to promote the reform and opening up of our country. After that, it reviews the development process of local government governance in our country and summarizes the existing and existing problems of local government Governance in our country. The local governance concept is lack of goal, the ability of policy implementation is not strong, the ability of service supply is insufficient, the level of fairness and justice maintenance is not high, the ability of crisis response is insufficient. The problems of local governance in our country are many and complicated, the challenge to the governance ability of local government, the modernization of governance ability and the modernization of governance ability are needed. It includes the institutionalization, democratization, synergy and efficiency of governance. In order to solve the problems arising from the local governance and realize the modernization of the governance capacity of the local government, the following construction path is proposed: the transformation of the concept of "good governance", the guidance and supervision of the multi subject of the governor, the scientific management of local government, and the completion of the administration of local government. Good local government service functions, promote administrative construction by law and optimize the relationship between the central government and the local government. The transformation from "control" to "governance" is the direction of the reform of local government management mode and needs to carry out the deep government reform. The modernization of local government's governance ability is a system engineering, which needs management ideas, systems and management methods. Innovation.
