【摘要】：改革開(kāi)放以來(lái),我國(guó)的經(jīng)濟(jì)總量已經(jīng)躍居世界第二,但付出了生態(tài)破壞和環(huán)境污染的代價(jià),導(dǎo)致人和自然關(guān)系緊張。日益嚴(yán)峻的生態(tài)形勢(shì),尤其是“十面霾伏”的局面,成為社會(huì)各界普遍關(guān)心的問(wèn)題。政府是公權(quán)力的代表,具有建設(shè)生態(tài)文明的天然優(yōu)勢(shì),起著任何企業(yè)、個(gè)人和社會(huì)團(tuán)體不可替代的作用,理應(yīng)在環(huán)境保護(hù)中起主導(dǎo)作用,理應(yīng)承擔(dān)維護(hù)社會(huì)的整體利益、長(zhǎng)遠(yuǎn)利益及公共利益的首要職責(zé)。構(gòu)建政府生態(tài)責(zé)任機(jī)制成為了美麗中國(guó)建設(shè)迫切需要解決的現(xiàn)實(shí)問(wèn)題。生態(tài)文明建設(shè)是一項(xiàng)系統(tǒng)工程,涉及經(jīng)濟(jì)、政治、文化、社會(huì)等領(lǐng)域,涵蓋意識(shí),教育,管理,制度,法律等方面。本文以十八大及十八屆三中全會(huì)精神為指導(dǎo),從制度層面,從政府責(zé)任的角度,以政府生態(tài)責(zé)任機(jī)制的構(gòu)建為關(guān)鍵環(huán)節(jié),使政府生態(tài)責(zé)任運(yùn)行更加豐富化、制度化。在對(duì)責(zé)任政府、政府責(zé)任、生態(tài)責(zé)任及政府生態(tài)責(zé)任機(jī)制等核心概念進(jìn)行界定之后。從理論上,并結(jié)合當(dāng)前政府生態(tài)責(zé)任缺失的問(wèn)題以及生態(tài)環(huán)境領(lǐng)域“市場(chǎng)失靈”問(wèn)題論述了構(gòu)建政府生態(tài)責(zé)任機(jī)制的必要性。在探究必要性之后,從政府職能轉(zhuǎn)變、政府具有生態(tài)管理職能、政府是生態(tài)制度和生態(tài)政策的制定者等三方面論述了構(gòu)建政府生態(tài)責(zé)任機(jī)制的可能性。在比較和借鑒西方發(fā)達(dá)國(guó)家生態(tài)實(shí)踐的基礎(chǔ)上,文章最后從四個(gè)方面提出構(gòu)建政府生態(tài)責(zé)任機(jī)制的實(shí)現(xiàn)路徑：確立生態(tài)文明觀念更新機(jī)制；構(gòu)建完善的政府生態(tài)責(zé)任約束機(jī)制；構(gòu)建政府生態(tài)管理保障機(jī)制；建立引導(dǎo)非政府環(huán)保組織發(fā)展機(jī)制。
[Abstract]:Since the reform and opening up, China's total economic volume has leapt to the second place in the world, but it has paid the price of ecological destruction and environmental pollution, leading to tension between man and nature. The increasingly severe ecological situation, especially the "ten haze" situation, has become a common concern of all walks of life. The government is the representative of public power, has the natural advantage of building ecological civilization, plays an irreplaceable role in any enterprise, individual and social organization, should play a leading role in environmental protection, and should assume the overall interests of the society. The primary responsibility for long-term and public interest. The construction of government ecological responsibility mechanism has become a realistic problem that needs to be solved urgently in the construction of beautiful China. The construction of ecological civilization is a systematic project involving economic, political, cultural, social and other fields, including consciousness, education, management, system, law and so on. Under the guidance of the spirit of the 18th CPC National Congress and the third Plenary session of the 18th CPC Central Committee, from the system level, from the angle of government responsibility, and taking the construction of government ecological responsibility mechanism as the key link, this paper makes the operation of government ecological responsibility more abundant and institutionalized. After defining the key concepts of responsible government, government responsibility, ecological responsibility and government ecological responsibility mechanism. In theory, the necessity of constructing government ecological responsibility mechanism is discussed in combination with the problem of the lack of government ecological responsibility and the problem of "market failure" in the field of ecological environment. After exploring the necessity, this paper discusses the possibility of constructing government ecological responsibility mechanism from three aspects: government function transformation, government having ecological management function, government being the maker of ecological system and ecological policy. On the basis of comparing and drawing lessons from the ecological practice of the western developed countries, the paper finally puts forward the realization path of constructing the government ecological responsibility mechanism from four aspects: establishing the renewal mechanism of ecological civilization concept, constructing the perfect government ecological responsibility restraint mechanism; Construct the government ecological management guarantee mechanism, establish and guide the non-governmental environmental protection organization development mechanism.
