廣西西南邊境地區(qū)跨境流動(dòng)人口社會(huì)風(fēng)險(xiǎn)管理研究

【摘要】:廣西地處祖國(guó)西南邊陲,與越南社會(huì)主義共和國(guó)接壤。隨著中國(guó)-東盟自由貿(mào)易區(qū)和"兩廊一圈"建設(shè)步伐的加快,滯留廣西西南邊境地區(qū)的跨境流動(dòng)人口規(guī)模和頻次不斷增大。這種大規(guī)模的人口流動(dòng)所帶來的經(jīng)濟(jì)和社會(huì)效益無庸贅言,但其所帶來的社會(huì)問題也不容忽視。其中,跨境流動(dòng)人口中的商貿(mào)類人員、勞務(wù)類人員、跨國(guó)民族類人員以及"三非"人員因各自的需求滯留時(shí)間相對(duì)較長(zhǎng)且聚集程度高,他們的流動(dòng)相互結(jié)成了一張規(guī)模龐大且復(fù)雜的社會(huì)關(guān)系網(wǎng),在我國(guó)的西南邊疆地區(qū)構(gòu)成了一個(gè)特殊的跨境流動(dòng)人群并對(duì)我國(guó)社會(huì)穩(wěn)定和社會(huì)秩序構(gòu)成了潛在的、相當(dāng)大的威脅,帶來了一系列的社會(huì)風(fēng)險(xiǎn)。如何化解由于跨境流動(dòng)人口帶來的社會(huì)風(fēng)險(xiǎn),創(chuàng)新廣西西南邊境地區(qū)跨境流動(dòng)人口社會(huì)風(fēng)險(xiǎn)管理,成為了我們政府面臨的重要問題,也是文中嘗試探討和解決的重要課題。本文借助文獻(xiàn)研究法、結(jié)構(gòu)性訪談法和定量分析方法,在占有大量一手資料的基礎(chǔ)上,從廣西西南邊境地區(qū)概況及該地區(qū)的跨境流動(dòng)人口態(tài)勢(shì)出發(fā),對(duì)廣西西南邊境地區(qū)的跨境流動(dòng)人口進(jìn)行分類,并進(jìn)一步歸納出跨境流動(dòng)人口的基本特征。立足于廣西西南邊境地區(qū)跨境流動(dòng)人口的實(shí)際,仔細(xì)梳理了廣西西南邊境地區(qū)跨境流動(dòng)人口社會(huì)風(fēng)險(xiǎn)的誘因,對(duì)廣西西南邊境地區(qū)跨境流動(dòng)人口社會(huì)風(fēng)險(xiǎn)的類型、特征進(jìn)行多維考察。在充分把握社會(huì)風(fēng)險(xiǎn)管理理論的基礎(chǔ)上,指出廣西西南邊境地區(qū)跨境流動(dòng)人口社會(huì)風(fēng)險(xiǎn)管理存在的問題包括:跨境流動(dòng)人口管理主體的不作為、管理主體力量疲軟、管理手段失靈、管理部門協(xié)同不足、口岸設(shè)置不合理,本文還進(jìn)一步分析了這些不足存在的原因;谶@些不足和原因的分析,為消弭廣西西南邊境地區(qū)跨境流動(dòng)人口社會(huì)風(fēng)險(xiǎn)型構(gòu)了國(guó)際、政府、社會(huì)、個(gè)人四個(gè)層面合理分擔(dān)風(fēng)險(xiǎn)責(zé)任的策略框架,認(rèn)為改進(jìn)廣西西南邊境地區(qū)跨境流動(dòng)人口社會(huì)風(fēng)險(xiǎn)管理需要從以下方面著手:國(guó)際層面上需要加強(qiáng)與越南方面的合作并更廣泛地尋求國(guó)際合作;政府層面需要增強(qiáng)社會(huì)風(fēng)險(xiǎn)管理部門風(fēng)險(xiǎn)意識(shí)、完善跨境流動(dòng)人口法律法規(guī)建設(shè)、各社會(huì)風(fēng)險(xiǎn)管理部門合力嚴(yán)堵"三非"人員、加強(qiáng)對(duì)易引發(fā)社會(huì)風(fēng)險(xiǎn)實(shí)際問題的處置;社會(huì)層面上需要民間組織不斷增強(qiáng)自身社會(huì)風(fēng)險(xiǎn)管理的能力、傳播媒介積極參與社會(huì)風(fēng)險(xiǎn)的防范與化解;個(gè)人層面則需要強(qiáng)化雙方邊民的風(fēng)險(xiǎn)憂患意識(shí)和依法出入境的意識(shí)。
[Abstract]:Guangxi is located in the southwest border with the Socialist Republic of Vietnam. With the acceleration of the construction of China-ASEAN Free Trade area and "two corridors and one Circle", the scale and frequency of cross-border floating population stranded in southwest border area of Guangxi is increasing. The economic and social benefits brought by this large-scale population mobility are not trivial, but the social problems can not be ignored. Among them, among the cross-border floating population, the business, labor, transnational ethnic and "three non-African" personnel have a relatively long stay and a high degree of aggregation due to their respective needs. Their movements form a large and complex network of social relations with each other, constitute a special cross-border mobile population in the southwestern frontier of our country and pose a potential, considerable threat to social stability and social order in our country. It brings a series of social risks. How to resolve the social risk caused by the cross-border floating population and innovate the social risk management of the cross-border floating population in the southwest border area of Guangxi has become an important problem faced by our government, and it is also an important topic to be explored and solved in this paper. With the help of literature research, structural interview and quantitative analysis, based on a large amount of primary data, this paper proceeds from the general situation of the southwest border area of Guangxi and the situation of the cross-border floating population in this area. This paper classifies the cross-border floating population in the southwestern border area of Guangxi, and sums up the basic characteristics of the cross-border floating population. Based on the reality of cross-border floating population in southwest border area of Guangxi, this paper carefully combs the inducement of social risk of cross-border floating population in southwest border area of Guangxi, and the type of social risk of cross-border floating population in southwest border area of Guangxi. The features are investigated in multiple dimensions. On the basis of fully grasping the theory of social risk management, the paper points out that the problems of social risk management of cross-border floating population in the southwest border area of Guangxi include: the inaction of the main body of management of cross-border floating population, the weakness of the power of the main body of management, The management method is out of order, the management department coordination is insufficient, the port establishment is unreasonable, this article also further analyzes the reason of these deficiencies. Based on the analysis of these shortcomings and reasons, a strategic framework for reasonably sharing risk responsibility among international, government, society and individuals is set up to eliminate the social risk pattern of cross-border floating population in southwestern border areas of Guangxi. The author thinks that to improve the social risk management of cross-border floating population in the southwest border area of Guangxi, we should start from the following aspects: strengthening the cooperation with Vietnam and seeking international cooperation more widely at the international level; The government needs to strengthen the risk awareness of social risk management departments, improve the construction of laws and regulations for cross-border floating population, and all social risk management departments should work together to strictly block the "three non-" personnel, and strengthen the handling of practical problems that are likely to lead to social risks. At the social level, it is necessary for the non-governmental organizations to strengthen their own ability of social risk management and the media to take an active part in the prevention and resolution of social risks, while the personal level needs to strengthen the awareness of the border people on both sides of the border and the consciousness of entering and leaving the country in accordance with the law.
