【摘要】：20世紀(jì)90年代,在信息技術(shù)的迅速發(fā)展的帶動(dòng)下,美國(guó)國(guó)內(nèi)首先發(fā)起了一場(chǎng)名為“政府再造”的管理革命,主要是通過(guò)在新技術(shù),特別是信息技術(shù)的支持下重新清理、評(píng)價(jià)并大幅度改善原有的管理機(jī)制,從而降低管理成本、提高管理效率。這種“政府再造”波及了美國(guó)國(guó)內(nèi)的大部分公共部門(mén),引發(fā)了公共部門(mén)的功能、流程再造。現(xiàn)在看來(lái),政府再造的有兩個(gè)方面的意義:一個(gè)是進(jìn)一步明確服務(wù)型政府的內(nèi)涵;一個(gè)是提出了全新的服務(wù)型政府的概念和工作方式,同時(shí)提高了政府雇員的素質(zhì),為政府全面調(diào)整內(nèi)外各方利益關(guān)系提供途徑。行政服務(wù)中心這一體制作為一種制度創(chuàng)新的理念提出,在中國(guó)已有十多年的發(fā)展,筆者認(rèn)為分析行政服務(wù)中心制度,一方面可以探討行政制度創(chuàng)新可能存在的下一步的改革方向,另一方面在分析行政服務(wù)中心與當(dāng)前的政府職能的兼容狀況后可以對(duì)明確中心的定位、發(fā)展方向提供一些幫助。作者認(rèn)為,有必要通過(guò)對(duì)研究東莞市大朗鎮(zhèn)行政服務(wù)中心的職責(zé)及管理權(quán)限等方面內(nèi)容,了解當(dāng)前行政服務(wù)中心的建設(shè)狀況。大朗鎮(zhèn)政府行政服務(wù)中心還存在“法律地位不明確,職能定位不清晰”、“管理體制不完善,運(yùn)行制度不健全”“總體認(rèn)識(shí)出現(xiàn)偏差,人力資源開(kāi)發(fā)不足”、“部門(mén)之間配合不協(xié)調(diào),辦事效率不高”等方面問(wèn)題,為此,本文擬通過(guò)對(duì)大朗鎮(zhèn)行政服務(wù)中心進(jìn)行個(gè)案研究,分析其績(jī)效并提出工作建議。
[Abstract]:In the 1990s, driven by the rapid development of information technology, the United States first launched a management revolution called "Government Reengineering", mainly through re-cleaning with the support of new technology, especially information technology. Evaluate and improve the original management mechanism to reduce management costs and improve management efficiency. This kind of "government reengineering" has affected most public sectors in the United States and triggered the function of the public sector, process reengineering. Now it seems that there are two aspects of significance for government reengineering: one is to further clarify the connotation of service-oriented government; the other is to put forward a new concept and working method of service-oriented government, and at the same time to improve the quality of government employees. To provide a way for the government to adjust the interests of internal and external parties in an all-round way. As an idea of system innovation, the system of administrative service center has been developed for more than ten years in China. The author thinks that the system of administrative service center is analyzed. On the one hand, we can discuss the direction of the reform of the administrative system innovation, on the other hand, after analyzing the compatibility between the administrative service center and the current government functions, we can provide some help for defining the orientation and developing direction of the administrative service center. The author holds that it is necessary to understand the current situation of the construction of the administrative service center by studying the responsibility and management authority of the administrative service center in Dalong Town of Dongguan City. The administrative service center of Dalong Town also has "unclear legal status, unclear function orientation", "imperfect management system, imperfect operating system", "deviation in overall understanding and insufficient development of human resources". "the coordination between departments is not coordinated, the efficiency is not high" and so on. Therefore, this paper makes a case study on the administrative service center of Dalong Town, analyzes its performance and puts forward some suggestions.
