【摘要】：在不同的制度環(huán)境下,地方政府尋求自身利益最大化的理性人角色呈現(xiàn)出不同的狀態(tài)。自改革開放以來,地方政府的理性人角色相繼經(jīng)歷了釋放、強化和規(guī)范三個階段的發(fā)展演變。首先是改革開放初期,地方政府的理性人角色隨著分權(quán)化改革從傳統(tǒng)計劃經(jīng)濟時期的抑制狀態(tài)中全面釋放;其次是1994年后,在分稅制及相應(yīng)制度安排的影響下,地方政府的理性人角色得到進一步強化;再者是對其予以規(guī)范成為新世紀后的重要走向。
[Abstract]:In different institutional environments, the rational role of local governments seeking to maximize their own interests presents different states. Since the reform and opening up, the rational human role of the local government has undergone three stages: release, reinforcement and standardization. First, in the early stage of reform and opening up, the rational human role of local governments was fully released from the state of suppression in the period of traditional planned economy with the decentralization reform; secondly, after 1994, under the influence of the tax distribution system and the corresponding institutional arrangements, The rational role of local government has been further strengthened, and the regulation of it has become an important trend in the new century.
