肥西縣紫蓬鎮(zhèn)公務(wù)用車(chē)改革問(wèn)題與對(duì)策研究

【摘要】:2014年7月,中共中央辦公廳、國(guó)務(wù)院辦公廳印發(fā)了《關(guān)于全面推進(jìn)公務(wù)用車(chē)制度改革的指導(dǎo)意見(jiàn)》和《中央和國(guó)家機(jī)關(guān)公務(wù)用車(chē)制度改革方案》,中央和國(guó)家機(jī)關(guān)率先開(kāi)始了公車(chē)改革進(jìn)程,這也標(biāo)志著我國(guó)正式拉開(kāi)了公車(chē)改革時(shí)代的大幕。截止至2016年3月,包括紫蓬鎮(zhèn)在內(nèi)的肥西縣所有的鄉(xiāng)鎮(zhèn)和行政屬性或參公管理的單位均按照縣委、縣政府的要求完成了公務(wù)用車(chē)制度改革。本論文以肥西縣紫蓬鎮(zhèn)為例,首先介紹了肥西縣紫蓬鎮(zhèn)此次公車(chē)改革的進(jìn)程、公車(chē)改革方案中的幾個(gè)重要的內(nèi)容以及公車(chē)改革后機(jī)關(guān)干部目前的出行現(xiàn)狀。隨后從節(jié)約型政府建設(shè)、廉潔型政府建設(shè)、服務(wù)型政府建設(shè)、效能型政府建設(shè)四個(gè)角度重點(diǎn)介紹了公車(chē)改革對(duì)于紫蓬鎮(zhèn)的重要意義。然后又結(jié)合公車(chē)改革問(wèn)卷調(diào)查數(shù)據(jù)和訪談?dòng)涗?從發(fā)放公務(wù)交通補(bǔ)貼不想用、發(fā)放公務(wù)交通補(bǔ)貼不夠用、人員及車(chē)輛性質(zhì)的限制性、干部個(gè)人實(shí)際情況的局限性、租賃中標(biāo)社會(huì)車(chē)輛用不起、配套制度和基礎(chǔ)設(shè)施不健全、機(jī)關(guān)內(nèi)部日常監(jiān)管不到位這六個(gè)維度分析了公車(chē)改革后存在的問(wèn)題,并剖析了其中的原因。最后,在學(xué)習(xí)借鑒國(guó)內(nèi)外探索實(shí)踐的基礎(chǔ)上,有針對(duì)性地提出了六個(gè)富有建設(shè)性和操作性的意見(jiàn)和建議。選題從目前黨政機(jī)關(guān)干部中熱議的現(xiàn)實(shí)問(wèn)題出發(fā),旨在通過(guò)開(kāi)展調(diào)查走訪、聆聽(tīng)公車(chē)改革后農(nóng)村一線鄉(xiāng)鎮(zhèn)機(jī)關(guān)干部的心聲等方式,結(jié)合當(dāng)前一些鄉(xiāng)鎮(zhèn)在公務(wù)用車(chē)上的探索,深入分析公車(chē)改革后出現(xiàn)的"無(wú)公車(chē)不下村"等問(wèn)題存在的思想根源、現(xiàn)實(shí)原因,在此基礎(chǔ)上為公車(chē)改革后農(nóng)村鄉(xiāng)鎮(zhèn)如何在公車(chē)改革和日常公務(wù)出行的平衡點(diǎn)選擇上提出切實(shí)可行的意見(jiàn)和建議,幫助鄉(xiāng)鎮(zhèn)走出當(dāng)前的用車(chē)?yán)Ь?從而形成"無(wú)公車(chē)更勤政"的良好工作作風(fēng)。
[Abstract]:In July 2014, the General Office of the CPC Central Committee, The General Office of the State Council issued the "guiding opinions on comprehensively promoting the Reform of the official vehicle system" and the "Plan for the Reform of the Central and State organs' official vehicle system." the central and state organs took the lead in starting the process of bus reform. This also marks the official opening of the era of bus reform in China. By March 2016, all the township and administrative attributes or public management units in Feixi County, including Zipeng Town, had completed the reform of the official vehicle system in accordance with the requirements of the county party committee and the county government. This paper takes Zipeng Town, Feixi County as an example, firstly introduces the process of the bus reform in Zipeng Town, Feixi County, several important contents of the bus reform scheme and the current travel situation of the officials after the bus reform. Then it introduces the importance of bus reform to Zipeng Town from four aspects: the construction of economized government, the construction of clean government, the construction of service-oriented government and the construction of efficient government. Then, based on the questionnaire survey data and interview records of bus reform, from not wanting to use the official transportation subsidy, not being sufficient to pay the official transportation subsidy, limiting the nature of personnel and vehicles, and the limitations of individual cadres' actual situation, This paper analyzes the problems existing after the reform of the bus and analyzes the reasons for these six dimensions, such as the failure to use the social vehicle, the imperfect supporting system and infrastructure, and the lack of daily supervision within the government. Finally, on the basis of studying and drawing lessons from the domestic and foreign exploration practice, six constructive and operable suggestions are put forward. Starting from the current hot discussion among party and government cadres, the purpose of the topic is to conduct investigation and visits, listen to the aspirations of rural front-line township government cadres after the bus reform, and combine the current exploration of some villages and towns in official vehicles. Deeply analyzing the ideological roots and practical reasons of the problems such as "no bus does not leave the village" after the bus reform. On this basis, it puts forward practical opinions and suggestions on how to choose the balance point between bus reform and daily official travel in rural villages and towns after the bus reform, so as to help the villages and towns out of the current predicament of using cars. Thus, the formation of "no bus more diligent" good work style.
