【摘要】：目前,我國正處于改革攻堅的重要時期,社會轉(zhuǎn)型、矛盾頻發(fā),各類社會問題隨著經(jīng)濟社會的發(fā)展積聚而出。加之,互聯(lián)網(wǎng)如雨后春筍般蓬勃發(fā)展,虛擬化網(wǎng)絡(luò)空間正逐漸成為我國網(wǎng)民進行信息溝通和交流的重要平臺。社會矛盾的激化與信息化技術(shù)平臺的發(fā)展催生了網(wǎng)絡(luò)謠言,尤其在公共危機事件中,由于信息的匱乏與不對稱,各類真假難辨的信息都通過網(wǎng)絡(luò)等新興媒介進行迅速傳播,此時,公共危機事件的網(wǎng)絡(luò)謠言便應(yīng)運而生,它不僅出現(xiàn)在公共危機事件發(fā)生的各個階段,而且影響大、殺傷力強,甚至成為非理性群體無意識行為產(chǎn)生的導(dǎo)火索,進而危害我國經(jīng)濟安全與社會穩(wěn)定。因此,有效地防控與治理公共危機事件的網(wǎng)絡(luò)謠言,將其影響化解在萌芽狀態(tài),合理抑制危害的擴大,進而提高各級政府網(wǎng)絡(luò)危機管理能力,是當(dāng)前政府及各部門亟待解決的問題。本文首先通過比較研究的方法對謠言、網(wǎng)絡(luò)謠言、自由言論進行了清晰的界定,結(jié)合網(wǎng)絡(luò)謠言與公共危機事件的特征,總結(jié)出公共危機事件網(wǎng)絡(luò)謠言的具體內(nèi)涵,在此基礎(chǔ)上分析其在新形勢下所具有的新特征;其次以公共危機事件發(fā)展周期為基礎(chǔ),細(xì)分公共危機事件的網(wǎng)絡(luò)謠言的種類,并以傳播學(xué)、心理學(xué)、社會學(xué)為分析視角,深入分析公共危機事件的網(wǎng)絡(luò)謠言形成的原因;然后通過對近年來我國政府防控與治理公共危機事件的網(wǎng)絡(luò)謠言典型案例進行剖析,總結(jié)出公共危機事件的網(wǎng)絡(luò)謠言給網(wǎng)民、國家、政府和社會造成的危害,同時,歸納出當(dāng)前我國政府防控與治理公共危機事件網(wǎng)絡(luò)謠言的現(xiàn)狀、問題及其原因。文章的最終落腳點是以善治理論為基礎(chǔ),重點探尋公共危機事件的網(wǎng)絡(luò)謠言防控與治理路徑。以善治模式為依托,概括出在防控與治理公共危機事件的過程中,政府積極發(fā)揮主導(dǎo)作用的同時,更需積極整合并有效利用各類社會資本,引入多元化的治理主體,竭力構(gòu)建一個網(wǎng)民、政府、主流媒體及非政府組織協(xié)同合作的新型治理模式,不斷促進我國網(wǎng)絡(luò)環(huán)境的穩(wěn)定和諧。
[Abstract]:At present, China is in an important period of reform, social transformation, frequent contradictions, all kinds of social problems with the development of economic and social accumulation. In addition, the Internet is booming, virtualization of cyberspace is gradually becoming an important platform for information communication and communication among Chinese netizens. The intensification of social contradictions and the development of information technology platform have given birth to network rumors, especially in public crisis events, because of the lack and asymmetry of information, all kinds of real and false information are spread rapidly through the network and other emerging media. At this time, the network rumor of the public crisis event emerges as the times require, it not only appears in every stage of the public crisis event, but also has a big influence and strong killing power, and even becomes the trigger of the irrational group's unconscious behavior. Thus endangering our economic security and social stability. Therefore, the effective prevention, control and management of public crisis events of the network rumors, its impact in the bud, reasonable suppression of the spread of harm, and then improve the ability of governments at all levels of network crisis management, Is the current government and various departments to solve the problem. Firstly, this paper defines the rumors, network rumors and free speech by comparing the methods of research, and sums up the concrete connotation of the public crisis events by combining the characteristics of network rumors and public crisis events. On this basis, it analyzes its new characteristics under the new situation; secondly, based on the development cycle of public crisis events, it subdivides the types of network rumors of public crisis events, and analyzes from the perspective of communication, psychology and sociology. This paper deeply analyzes the reasons for the formation of the online rumors of public crisis events, and then through the analysis of the typical cases of prevention, control and management of the public crisis incidents in recent years, summarizes the network rumors of the public crisis events to the Internet users. At the same time, the paper sums up the current situation, problems and causes of the network rumors of government prevention, control and management of public crisis events in our country. On the basis of the theory of good governance, the article focuses on the prevention and control of public crisis events and the path of prevention and control of network rumors. Based on the model of good governance, this paper summarizes that in the process of preventing, controlling and managing public crisis, the government should play a leading role, and at the same time, it is necessary to integrate and utilize all kinds of social capital effectively, and to introduce diversified governance subjects. This paper tries to build a new governance mode of cooperation among Internet users, government, mainstream media and non-governmental organizations, which promotes the stability and harmony of our country's network environment.
