【摘要】：不同的經(jīng)濟(jì)基礎(chǔ)決定不同的上層建筑,不同的生產(chǎn)關(guān)系及其運(yùn)行方式會形成不同的社會治理模式。根據(jù)不同生產(chǎn)關(guān)系下社會互動頻率的強(qiáng)弱和信息交換方式的不同,人類社會發(fā)展的歷史先后經(jīng)歷了(或目前存在著)三種不同的社會形態(tài):農(nóng)業(yè)社會、工業(yè)社會和信息社會。農(nóng)業(yè)社會人際互動以鄉(xiāng)土為中心且信息主要在精英階層內(nèi)生產(chǎn)和流動;工業(yè)社會的人際互動以物質(zhì)利益交換為中心,信息沿著社會階層不斷向下流動,統(tǒng)治階級內(nèi)部與各階層之間要求的分權(quán)意識逐步增強(qiáng);而信息社會的人際互動則直接以信息交換為中心,信息生產(chǎn)和信息傳播日趨"互動化"和"扁平化"。三種社會形態(tài)決定著三種不同的治理模式:單向控制、代議互動與數(shù)字協(xié)商。但相比于農(nóng)業(yè)社會和工業(yè)社會的統(tǒng)計(jì)管理,"數(shù)字政府治理"更加強(qiáng)調(diào)數(shù)據(jù)融通和以人民為中心的"智慧服務(wù)",而且面對日趨"網(wǎng)絡(luò)化"和"數(shù)據(jù)化"的"數(shù)字地球",數(shù)字政府治理體系的建構(gòu)不僅響應(yīng)了信息革命下社會發(fā)展的內(nèi)在需求,同時(shí)也與全球治理體制變革具有密切的關(guān)聯(lián)性與同構(gòu)性。
[Abstract]:Different economic basis determines different superstructure, and different production relations and operation mode will form different social governance mode. According to the strength of social interaction frequency under different production relations and the different ways of information exchange, the history of human social development has experienced (or exists) three different social forms: agricultural society, industrial society and information society. The interpersonal interaction of agricultural society is centered on the rural areas and the information is mainly produced and flowing within the elite; the interpersonal interaction in the industrial society is centered on the exchange of material benefits, and the information flows down along the social strata. The consciousness of separation of powers demanded by the ruling class and each stratum is gradually strengthened, while the interpersonal interaction in the information society is centered directly on information exchange, and information production and information dissemination are becoming "interactive" and "flattened" day by day. Three kinds of social forms determine three different governance modes: unidirectional control, representative interaction and digital negotiation. But compared with the statistical management of agricultural society and industrial society, "digital government governance" emphasizes more data fusion and people-centered "intelligent service", and faces the increasingly "network" and "digital" digital ground ". The construction of a digital government governance system not only responds to the inherent needs of social development under the information revolution, At the same time, it has close relation and isomorphism with the reform of global governance system.
