【摘要】：針對邊境地區(qū)突發(fā)事件應(yīng)急方案評估概化,缺乏數(shù)據(jù)的收集、整理和定量分析,方案的實(shí)效性差等問題,以C2組織為基礎(chǔ),引入任務(wù)、任務(wù)圖、平臺、決策者及組織結(jié)構(gòu)關(guān)系等相關(guān)概念,繪制任務(wù)流程圖,逐層分解任務(wù),建立評價(jià)指標(biāo),以邊境武裝對峙突發(fā)事件為例,通過計(jì)算突發(fā)事件完成時(shí)間、決策者的負(fù)載測度、任務(wù)的資源滿足度、任務(wù)的完成質(zhì)量等,對應(yīng)急方案進(jìn)行計(jì)算評估,以期達(dá)到方案編制過程中資源分配更合理、人員調(diào)配更科學(xué)、分工協(xié)同更高效的目的,不斷提高邊境地區(qū)應(yīng)急方案編制的時(shí)效性.
[Abstract]:In view of the problems such as generalization of emergency plan evaluation in border area, lack of data collection, collation and quantitative analysis, poor effectiveness of the plan, and so on, based on C2 organization, the task, task map and platform are introduced. Related concepts such as the relationship between decision makers and organizational structure, drawing task flow charts, decomposing tasks layer by layer, establishing evaluation indicators, taking border armed confrontation emergencies as an example, calculating the completion time of emergencies and the load measurement of decision makers, In order to achieve a more rational allocation of resources, more scientific deployment of personnel, and more efficient division of labor in the process of programming, the task is calculated and evaluated in terms of the adequacy of resources, the quality of completion of the task, and so on. We will continue to improve the timeliness of emergency response plans in the border areas.
