【摘要】：治理實踐與治理觀念、治理借鑒與治理傳承是兩對辯證關(guān)系的概念,從這兩對概念出發(fā)能夠發(fā)現(xiàn)中國治理現(xiàn)代化的理論依據(jù)、發(fā)展道路與特殊品質(zhì)。中國治理現(xiàn)代化不同于西方"善治"理論的關(guān)鍵是立足本土治理實踐,側(cè)重指向結(jié)果的程序改進,始終以增進人民福利為依歸。推進這一取向的治理現(xiàn)代化需要著重處理好促進發(fā)展與科學(xué)發(fā)展、堅持中國特色社會主義制度與不斷完善這一制度、改革國家與建設(shè)國家、擴大參與與規(guī)范參與、深化改革與加強法治這五對關(guān)系。
[Abstract]:Governance practice and governance concept, governance reference and governance inheritance are two dialectical concepts. From these two concepts, we can find the theoretical basis, development path and special quality of China's governance modernization. The key of China's governance modernization differs from the western theory of "good governance" is to base itself on the practice of local governance, to focus on the improvement of the procedure pointing to the result, and to improve the welfare of the people all the time. To push forward the modernization of governance in this orientation, we need to focus on the promotion of development and scientific development, adhere to the socialist system with Chinese characteristics and constantly improve this system, reform the country and build the country, expand participation and standardize participation. Deepening reform and strengthening the rule of law are five pairs of relations.
