【摘要】：人口較少民族及聚居地區(qū)"兩個(gè)率先"標(biāo)準(zhǔn)主要有人均純收入、貧困發(fā)生率、人均地區(qū)GDP和財(cái)政收入等指標(biāo)。目前,一些"兩個(gè)率先"發(fā)展基礎(chǔ)較好的民族和地區(qū)主要有兩種模式:一是易地搬遷和特色村寨建設(shè)相結(jié)合;二是因地制宜,抓好主導(dǎo)產(chǎn)業(yè)。值得推廣的經(jīng)驗(yàn):一是充分利用扶持政策,增強(qiáng)政策的疊加效應(yīng);二是多渠道籌措和整合資金,集中力量推動(dòng)發(fā)展;三是抓好主導(dǎo)產(chǎn)業(yè),力促群眾持久發(fā)展;四是充分發(fā)揮村干部、企業(yè)大戶和能人的帶動(dòng)作用。
[Abstract]:The criteria of "two first" in the minority ethnic groups and the inhabited areas mainly include the per capita net income, the incidence of poverty, the GDP and the fiscal income of the per capita regions, and so on. At present, there are two main modes for some "two first" nationalities and regions to develop well: one is to combine the relocation of different areas with the construction of characteristic villages, the other is to take measures according to local conditions and grasp the leading industries. It is worth popularizing experience: first, make full use of supporting policies, strengthen the superposition effect of policies; second, raise and integrate funds through multiple channels, concentrate on promoting development; third, do a good job in leading industries to promote the sustainable development of the masses; Fourth, give full play to the role of village cadres, large enterprises and able people.
