【摘要】：2007年以來(lái),我國(guó)加快了勞動(dòng)政策完善進(jìn)程,勞動(dòng)政策體系日益完備,但我國(guó)的勞動(dòng)問(wèn)題并未因勞動(dòng)政策的陸續(xù)出臺(tái)而破解,勞動(dòng)政策執(zhí)行阻滯是突出問(wèn)題。筆者從勞動(dòng)政策問(wèn)題的難易程度、勞動(dòng)政策的規(guī)制能力、勞動(dòng)政策的執(zhí)行網(wǎng)絡(luò)、勞動(dòng)政策的執(zhí)行環(huán)境等四個(gè)方面構(gòu)建我國(guó)勞動(dòng)政策執(zhí)行影響因素模型,剖析我國(guó)勞動(dòng)政策執(zhí)行面臨的困境是破解勞動(dòng)問(wèn)題的前提基礎(chǔ)。勞動(dòng)政策執(zhí)行力低下削弱了勞動(dòng)政策的權(quán)威性,降低了政策效果,阻礙了勞動(dòng)政策目標(biāo)的實(shí)現(xiàn),不利于形成勞動(dòng)關(guān)系和諧秩序,阻礙了我國(guó)經(jīng)濟(jì)發(fā)展和和諧社會(huì)建設(shè)。為落實(shí)勞動(dòng)者權(quán)益保障,政府應(yīng)采取有效措施,破除政策執(zhí)行中的各種障礙,提升我國(guó)勞動(dòng)政策的執(zhí)行力。
[Abstract]:Since 2007, our country has speeded up the process of perfecting the labor policy and the labor policy system is becoming more and more complete, but the labor problems in our country have not been solved because of the succession of labor policies, and the execution block of labor policy is a prominent problem. In the four aspects of the implementation environment of the dynamic policy, the influence factors model of labor policy implementation in China is constructed, and the predicament of the labor policy implementation in China is the precondition for solving the labor problem. The low executive power of labor policy weakens the authority of labor policy, reduces the policy effect and hinders the realization of the labor policy goal, and is not conducive to the realization of the labor policy goal. The harmonious order of labor relations has hindered the development of China's economy and the construction of a harmonious society. In order to ensure the protection of the rights and interests of workers, the government should take effective measures to break down various obstacles in the implementation of the policy and enhance the implementation of the labor policy in China.
