社會風(fēng)險和大數(shù)據(jù):輿情管理模式建構(gòu)的依據(jù)和支持

【摘要】:社會輿情管理是指在社會治理過程中,敏銳地捕捉輿情,研判輿情,進(jìn)而合理有效地疏解和應(yīng)對輿情的過程。在高度現(xiàn)代性的社會條件下,輿情主體的個體化所具有的自主選擇的特點(diǎn),加之社會結(jié)構(gòu)轉(zhuǎn)型導(dǎo)致輿情的樣態(tài)呈現(xiàn)碎片化、非理性化等色彩,因此,不確定性就成為輿情的重要特點(diǎn)。大數(shù)據(jù)無論是作為一種思維方式還是技術(shù)工具,可以較為整體性地獲取輿情數(shù)據(jù)。現(xiàn)代社會具有風(fēng)險社會的屬性,因此,在輿情管理中,社會風(fēng)險作為無法回避的社會語境應(yīng)成為模式建構(gòu)的依據(jù),大數(shù)據(jù)則提供技術(shù)支撐。
[Abstract]:The management of social public opinion refers to the process of grasping and judging public opinion acutely in the process of social governance, and then reasonably and effectively understanding and responding to public opinion. Under the highly modern social conditions, the individualization of the public opinion subject has the characteristics of independent choice, in addition, the transformation of the social structure leads to the appearance of fragmentation and irrationality of the public opinion, so, Uncertainty has become an important feature of public opinion. Whether as a way of thinking or as a technical tool, big data can obtain public opinion data as a whole. Modern society has the attribute of risk society. Therefore, in the management of public opinion, social risk, as an unavoidable social context, should be the basis of model construction, while big data provides technical support.
