【摘要】：政府與市場的合理定位是政府與市場各司其職、優(yōu)化社會資源配置的前提條件。文章認為政府角色錯位導(dǎo)致我國房地產(chǎn)市場畸形發(fā)展、基礎(chǔ)工業(yè)和與基建相關(guān)的行業(yè)產(chǎn)能嚴(yán)重過剩、產(chǎn)業(yè)升級滯后于消費升級、經(jīng)濟增長過度依賴要素投入增加等方面的問題。為解決經(jīng)濟結(jié)構(gòu)失衡問題,政府應(yīng)降低官員考核GDP增長率的權(quán)重,規(guī)范國有企業(yè)經(jīng)營范圍,大力發(fā)展非政府組織以及鼓勵多種力量維護市場秩序。
[Abstract]:The reasonable positioning of the government and the market is the prerequisite for the government and the market to optimize the allocation of social resources. The article holds that the misplacement of the government role leads to the abnormal development of the real estate market in China. The production capacity of the basic industry and the infrastructure related industries is serious overcapacity, the industrial upgrading lags behind the consumption upgrading, and the economic growth depends heavily on the factor input. In order to solve the problem of unbalance of economic structure, the government should reduce the weight of officials to assess the growth rate of GDP, standardize the scope of state-owned enterprises, vigorously develop non-governmental organizations and encourage a variety of forces to maintain market order.
