【摘要】：網(wǎng)絡(luò)輿情指的是人們在網(wǎng)絡(luò)空間對社會中的熱點(diǎn)事件所持有的社會政治態(tài)度,其在服務(wù)型政府的構(gòu)建中能夠發(fā)揮其特有的功能。進(jìn)入自媒體時代以來,網(wǎng)絡(luò)輿情事件的頻發(fā)卻又給我們服務(wù)型政府的構(gòu)建帶來了極大的挑戰(zhàn)。所以對網(wǎng)絡(luò)輿情在服務(wù)型政府建設(shè)中的功能研究具有十分重要的意義,一方面是對政府公共管理內(nèi)容的補(bǔ)充和完善,另一方面成為服務(wù)型政府順利建成的迫切需要。網(wǎng)絡(luò)輿情在服務(wù)型政府建設(shè)中的功能主要有信息傳遞功能、對話交流功能、宣傳引導(dǎo)功能、檢視監(jiān)督功能。而利用網(wǎng)絡(luò)輿情來促進(jìn)服務(wù)型政府的快速建成不能只依靠于網(wǎng)絡(luò)輿情功能的發(fā)揮,還必須考慮網(wǎng)絡(luò)輿情在服務(wù)型政府建設(shè)中使其功能得到發(fā)揮的基本條件,主要包括健全的管理隊伍、大力度的技術(shù)支持、較高的網(wǎng)絡(luò)主體素養(yǎng)以及較強(qiáng)的數(shù)據(jù)管理能力。面對網(wǎng)絡(luò)輿情功能發(fā)揮中存在的一些問題,我國政府也必須要給予一定的重視,可以從提升政府形象、完善網(wǎng)絡(luò)輿情應(yīng)對機(jī)制、健全網(wǎng)絡(luò)輿情監(jiān)督機(jī)制、注重技術(shù)創(chuàng)新與國際經(jīng)驗的借鑒等方面來努力。只有這樣才能夠?qū)崿F(xiàn)網(wǎng)絡(luò)輿情與服務(wù)型政府的良性互動。
[Abstract]:Internet public opinion refers to people's social and political attitude towards hot social events in cyberspace, which can play its unique role in the construction of service-oriented government. Since the media era, the frequent occurrence of network public opinion has brought great challenges to the construction of our service-oriented government. Therefore, it is of great significance to study the function of network public opinion in the construction of service-oriented government. On the one hand, it is the supplement and perfection of the content of government public management, on the other hand, it becomes the urgent need for the successful establishment of service-oriented government. The functions of network public opinion in the construction of service-oriented government include information transmission function, dialogue function, propaganda function and supervision function. The use of network public opinion to promote the rapid establishment of service-oriented government can not only rely on the role of network public opinion, but also must consider the basic conditions of network public opinion in the construction of service-oriented government to play its function. It mainly includes sound management team, strong technical support, higher network subject accomplishment and strong data management ability. In the face of some problems existing in the function of network public opinion, our government must pay attention to it, which can improve the image of the government, perfect the coping mechanism of network public opinion, and perfect the supervision mechanism of network public opinion. Pay attention to technological innovation and international experience and other aspects of efforts. Only then can realize the network public opinion and the service-oriented government benign interaction.
