【摘要】：作為一項治理工具,規(guī)劃是個體或組織為實現(xiàn)善治而生發(fā)的活動及方案。東方社會的規(guī)劃理論源于空想社會主義及科學社會主義的計劃理念,凱恩斯主義興起后,西方國家形成了指導性計劃原理、需求預期理論及政策體系論等規(guī)劃理論。20世紀30年代后,基于經(jīng)濟大蕭條及二戰(zhàn)造成的治理危機,政府規(guī)劃在全球普遍興起,20世紀70年代后,規(guī)劃日漸式微。中國一直未放棄規(guī)劃治理的手段,目前已經(jīng)形成了以五年規(guī)劃為統(tǒng)領的“四級四類”規(guī)劃體系。在六十多年的發(fā)展歷程中,五年規(guī)劃實現(xiàn)了從經(jīng)濟指令計劃到綜合治理規(guī)劃的轉型,并構筑了“五位一體”的治理布局,呈現(xiàn)出戰(zhàn)略引導、政治動員、目標考核等方面的治理功能。
[Abstract]:As a governance tool, planning is an individual or organization to achieve good governance activities and programs. The planning theory of eastern society originated from the planning idea of utopian socialism and scientific socialism. After the rise of Keynesianism, the guiding planning principle was formed in western countries. Planning theory such as demand expectation theory and policy system theory. After 1930s, based on the governance crisis caused by the Great Depression and World War II, the government planning has been on the rise all over the world. China has not given up the means of planning governance, and has formed a four-level and four-class planning system under the guidance of five-year planning. In the course of more than 60 years' development, the five-year plan has realized the transition from the economic directive plan to the comprehensive management plan, and has constructed the "five-in-one" governance layout, showing strategic guidance and political mobilization. Target evaluation and other aspects of governance functions.
