【摘要】:國(guó)土資源管理工作具有專業(yè)性和復(fù)雜性,黨的十八大報(bào)告對(duì)新時(shí)期國(guó)土資源管理工作指明了方向,提出了許多新要求和新任務(wù),為國(guó)土資源管理開(kāi)啟了一個(gè)新的篇章;鶎訃(guó)土資源管理工作者是國(guó)土資源工作的前沿和窗口,國(guó)土資源政策方針能否有效的貫徹落實(shí),國(guó)土資源管理工作能否順利的進(jìn)行開(kāi)展,很大程度上取決于基層國(guó)土資源干部綜合素質(zhì)和業(yè)務(wù)能力。因此如何通過(guò)加強(qiáng)基層國(guó)土資源管理部門的教育培訓(xùn)工作力度,改革創(chuàng)新基層公務(wù)員培訓(xùn)模式,改善和提高教育培訓(xùn)的方式和效果,提高國(guó)土系統(tǒng)公務(wù)員隊(duì)伍的整體素質(zhì),成為擺在我們面前的一個(gè)重要課題。盡管近年來(lái),國(guó)土資源部黨組能夠堅(jiān)持把教育培訓(xùn)工作作為重點(diǎn)工作來(lái)抓,制定了加強(qiáng)和改進(jìn)國(guó)土資源干部培訓(xùn)工作的相關(guān)政策措施,并注重落實(shí)實(shí)施,國(guó)土資源人才隊(duì)伍建設(shè)取得了一定成就,但在教育培訓(xùn)工作中依然存在著多方面的問(wèn)題。因此必須通過(guò)教育培訓(xùn)改革,進(jìn)一步完善基層國(guó)土部門公務(wù)員的培訓(xùn)體系,提高培訓(xùn)有效性和實(shí)用性,以滿足我國(guó)經(jīng)濟(jì)和社會(huì)的科學(xué)發(fā)展對(duì)國(guó)土資源管理事業(yè)的要求。黑龍江農(nóng)墾總局國(guó)土資源局是黑龍江省國(guó)土資源廳派駐在黑龍江墾區(qū)的駐派部門,負(fù)責(zé)管理著黑龍江墾區(qū)5.54萬(wàn)平方公里土地,下轄9個(gè)分局,1個(gè)直屬分局,共有在編公務(wù)員233人,聘用人員426人,人員多,分布廣。本人作為一名普通的公務(wù)人員,恰好從事本單位的人事教育工作,因此本論文將從黑龍江農(nóng)墾總局國(guó)土資源局的公務(wù)員培訓(xùn)情況做為案例,既能從理論角度進(jìn)行分析的基礎(chǔ)上入手,也能從實(shí)際工作中切身實(shí)地的進(jìn)行體會(huì),因而可以全面分析當(dāng)前培訓(xùn)存在的主要問(wèn)題。通過(guò)培訓(xùn)現(xiàn)狀分析,對(duì)現(xiàn)有的基層國(guó)土資源管理部門公務(wù)員培訓(xùn)提出針對(duì)性的構(gòu)想,雖然意見(jiàn)不夠成熟,但希望能以此為推動(dòng)基層國(guó)土資源管理部門公務(wù)員培訓(xùn)工作盡一份微薄之力,也希望其他涉及到此領(lǐng)域的研究者能夠進(jìn)行探討和批評(píng)指正。
[Abstract]:The report of the 18th National Congress of the Communist Party of China has pointed out the direction of the land and resources management in the new period, put forward many new requirements and tasks, and opened a new chapter for the land and resources management. Grass-roots land and resources management workers are the frontier and window of land and resources work. Can policies and guidelines of land and resources be effectively implemented, and land and resources management work can be carried out smoothly? To a large extent, depends on the basic level of land and resources cadres comprehensive quality and professional ability. Therefore, how to strengthen the education and training work of the grass-roots land and resources management departments, reform and innovate the training mode of grass-roots civil servants, improve and improve the way and effect of education and training, and improve the overall quality of the civil servants in the land system, To become an important subject in front of us. Although in recent years, the Party Group of the Ministry of Land and Resources has been able to persist in focusing on education and training, formulate relevant policies and measures to strengthen and improve the training of land and resources cadres, and pay attention to the implementation of the work. Some achievements have been made in the construction of land and resources talents, but there are still many problems in education and training. Therefore, through the reform of education and training, we must further improve the training system of civil servants in the grass-roots land departments, improve the effectiveness and practicability of the training, so as to meet the requirements of the scientific development of our country's economy and society for land and resources management. The Land and Resources Bureau of Heilongjiang Agricultural Reclamation Administration is a resident department of the Heilongjiang Provincial Land and Resources Department stationed in the Heilongjiang Reclamation area, which is responsible for managing 55400 square kilometers of land in the Heilongjiang Reclamation area. It is under the jurisdiction of nine sub-bureaus and one directly subordinate sub-bureau. A total of 233 civil servants, 426 staff employed, more personnel, widely distributed. As an ordinary public servant, I happen to be engaged in personnel education in my unit. Therefore, this paper will take the training of civil servants of Heilongjiang State Bureau of Agriculture and Reclamation as a case study. It can not only start with the theoretical analysis, but also experience the actual work, so it can comprehensively analyze the main problems existing in the current training. Through the analysis of the current situation of training, this paper puts forward a targeted concept for the training of civil servants in the existing grass-roots land and resources management departments, although the opinions are not mature enough. But I hope that this can be used to promote the grass-roots land and resources management civil servants training work to do a modest contribution, but also hope that other researchers involved in this field can be discussed and criticized.
