基于MVC的某局信訪信息管理系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:在信息化改革浪潮的推動(dòng)下,政府信訪部門的工作方式有了新的要求和挑戰(zhàn),在傳統(tǒng)的工作方式中,信訪案件的收集、處理、轉(zhuǎn)辦、督辦過(guò)程速度慢、效率低,繁瑣復(fù)雜,耗費(fèi)了大量的人力物力,嚴(yán)重影響了信訪管理部門的工作效率。為了更好的解決當(dāng)前已存在的問(wèn)題,確立科學(xué)規(guī)范的信訪管理工作,政府相關(guān)部門建立適合自己的信訪管理系統(tǒng)就顯得尤為必要,建立一套科學(xué)有效、安全穩(wěn)定、操作便捷、可靠運(yùn)行的電子信訪系統(tǒng),不僅能有效的將各級(jí)信訪部門整合成一個(gè)整體,而且能及時(shí)的收集廣大人民群眾的真實(shí)想法,提高信訪工作效率,改善群眾對(duì)政府職能部門的印象,充分調(diào)動(dòng)群眾的參與性,為政府建設(shè)過(guò)程提供一個(gè)良好的監(jiān)督管理的平臺(tái)。本文首先對(duì)信訪工作程序進(jìn)行了分析,并結(jié)合信息化建設(shè)的現(xiàn)狀,提出在某局建立一套完整的信訪信息系統(tǒng)。通過(guò)運(yùn)用統(tǒng)一的信訪工作流程和電子信訪系統(tǒng),將傳統(tǒng)工作方式中松散的、單一的、孤立的信訪案件,通過(guò)信息化手段,轉(zhuǎn)變成為緊湊的、多部門聯(lián)合支持的、聯(lián)系緊密的信訪案件;不僅減少了不必要的重復(fù)勞動(dòng),也精簡(jiǎn)了部分工作流程,將信訪工作人員的主要精力從大量繁重的事務(wù)性工作轉(zhuǎn)向?yàn)槎讲、督辦等職能工作;通過(guò)標(biāo)準(zhǔn)化、程序化的監(jiān)管手段,有效地規(guī)范、約束各級(jí)紀(jì)檢監(jiān)察機(jī)關(guān)、信訪舉報(bào)部門和信訪工作人員的工作行為;同時(shí),充分利用信訪信息資源進(jìn)行綜合分析,提高了處理信訪問(wèn)題的能力。本文為基于某局信訪信息工作提供了基于MVC模型的三層架構(gòu)、Java EE+Oracle的解決方案,采用B/S架構(gòu),提供了一個(gè)不限時(shí)間、空間限制的全天候服務(wù)平臺(tái),在設(shè)計(jì)時(shí),應(yīng)用UML統(tǒng)一建模語(yǔ)言為系統(tǒng)進(jìn)行了邏輯設(shè)計(jì),開(kāi)發(fā)時(shí),基于面向?qū)ο蟮木幊趟枷牒烷_(kāi)發(fā)工具,完成了系統(tǒng)的設(shè)計(jì)和實(shí)現(xiàn)。整個(gè)系統(tǒng)的整體結(jié)構(gòu)完整,擴(kuò)展性能優(yōu)越。本課題的研究對(duì)于統(tǒng)優(yōu)化信訪職能機(jī)構(gòu)和部門建設(shè),改善信訪辦公條件和信訪數(shù)據(jù)信息化處理,信訪業(yè)務(wù)流程和信訪制度化管理等方方面面具有顯著效果。
[Abstract]:Under the impetus of the information reform, the working way of the government petition department has new requirements and challenges. In the traditional work mode, the collection, handling, transferring and supervision of the petition cases are slow, inefficient and complicated. It consumes a lot of manpower and material resources and seriously affects the work efficiency of the petition management department. In order to better solve the existing problems and establish a scientific and standardized letter and call management system, it is particularly necessary for the relevant government departments to establish a scientific, effective, safe and stable, convenient operation system. The reliable operation of the electronic petition system can not only effectively integrate the petition departments at all levels into a whole, but also collect the true ideas of the broad masses of the people in a timely manner, improve the efficiency of the letters and visits work, and improve the impression of the masses on the functional departments of the government. Fully mobilize the participation of the masses and provide a good platform for supervision and management in the process of government construction. Firstly, this paper analyzes the procedure of letter and visit work, and puts forward a set of complete information system in a certain bureau according to the present situation of information construction. Through the use of the unified work flow of letters and visits and the electronic letter and visit system, the loose, single and isolated cases in the traditional way of work have been transformed into compact, multi-sector joint support by means of information technology. It not only reduces unnecessary duplication of work, but also simplifies part of the work flow, and shifts the main energy of the petition staff from a large number of heavy routine work to the supervision, supervision and other functions; Through standardized and procedural means of supervision and control, effectively standardizing and restricting the work behavior of discipline inspection and supervision organs at all levels, letter and complaint reporting departments and staff members, at the same time, making full use of the information resources of letters and visits for comprehensive analysis, Improved the ability to deal with the problem of letters and visits. This paper provides a three-tier architecture based on MVC model and a solution of Java EE Oracle based on MVC model. It uses B / S architecture and provides an all-weather service platform with unlimited time and space. The logic design of the system is carried out by using the UML unified modeling language. During the development, the system is designed and implemented based on the object-oriented programming thought and development tools. The overall structure of the whole system is complete and the expansion performance is superior. The research of this subject has remarkable effect on optimizing the construction of the functional institutions and departments, improving the office conditions and information processing, the business process of letters and visits, and the systematization management of letters and visits.
