揚州市第七次政府機構改革對策研究

【摘要】:改革開放以來,我國進行了六次政府機構改革,基本建立了適應市場經(jīng)濟模式的政府架構。特別是在2008年進行了大部制改革,精簡了政府機構,理順了職能關系,取得明顯成效。但由于種種原因,在政府組織機構中依然存在諸多問題,也并沒有在組織規(guī)模上徹底擺脫“膨脹—精簡—再膨脹—再精簡”的怪圈。距離第六次政府機構改革已過去5年,社會、經(jīng)濟領域出現(xiàn)了很多新情況。一方面食品安全問題頻發(fā)、工商和質(zhì)監(jiān)體制不順等為政府機構改革提出了新課題,另一方面,政府機構膨脹的勢頭有所顯現(xiàn),需要引起足夠的重視。本文圍繞第七次政府機構改革的相關要求,通過分析當前揚州市政府機構存在的如:政府職能定位不清、機構編制面臨膨脹壓力、機構編制法律效力不足、編制數(shù)和領導職數(shù)核定缺乏科學標準等問題產(chǎn)生的原因,結(jié)合食品安全、工商、質(zhì)監(jiān)等領域?qū)Φ胤秸毮芴岢龅男乱?探討合理的機構改革方案,提出改革對策。對策建議主要包括:合理定位政府職能、提升機構編制管理規(guī)范化水平、提升機構編制管理法制化水平、提升機構編制管理科學化水平等。本論文分為四個部分,第一部分對選題的背景、選題意義、研究現(xiàn)狀、研究方法和創(chuàng)新點及論文不足等進行了論述。第二部分介紹改革開放以來所經(jīng)歷的六次政府機構改革的基本情況和本次機構改革的相關背景。第三部分介紹機構改革面臨的如政府職能定位不清、機構編制面臨膨脹壓力、機構編制法律效力不足、編制數(shù)和領導職數(shù)核定缺乏科學標準等問題,并分析產(chǎn)生這些問題的原因。第四部分提出揚州市第七次政府機構改革對策:合理定位政府職能、提升機構編制管理規(guī)范化水平、提升機構編制管理法制化水平、提升機構編制管理科學化水平。
[Abstract]:Since the reform and opening up, China has carried out six reforms of government institutions, and has basically established a government framework adapted to the market economy model. In particular, in 2008, the reform of the large-department system, the streamlining of government institutions, straightened out the functional relationship, and achieved obvious results. However, for various reasons, there are still many problems in the government organizations, and they have not completely got rid of the strange circle of "expandation-reduction-reinflation-restreamlining" in the organizational scale. Five years after the sixth reform of government institutions, there have been many new developments in the social and economic fields. On the one hand, food safety problems occur frequently, and the system of industry and commerce and quality supervision are not good enough. On the other hand, the expanding tendency of government agencies is obvious, and it needs to be paid enough attention to. This paper focuses on the relevant requirements of the seventh reform of government institutions, through the analysis of the current Yangzhou municipal government institutions such as: government functions are not clear positioning, the establishment of the organization is facing swelling pressure, the legal effectiveness of the organization is not enough. This paper discusses the reasons for the lack of scientific standard in the examination and approval of the number of establishment and leadership posts, and puts forward the reform countermeasures according to the new requirements for the functions of the local government in the fields of food safety, industry and commerce, quality supervision and so on. The countermeasures and suggestions mainly include: rationally orientating the government function, improving the standardized level of institution establishment management, raising the level of institution establishment management legalization, promoting the scientific level of institution establishment management, and so on. This paper is divided into four parts. The first part discusses the background, significance, research status, research methods, innovation and deficiency of the thesis. The second part introduces the basic situation of the six times of government reform since the reform and opening up and the relevant background of this institutional reform. The third part introduces the problems faced by institutional reform, such as the unclear orientation of government functions, the swelling pressure on the establishment of institutions, the lack of legal effectiveness in the establishment of institutions, the lack of scientific standards in the examination and approval of the number of establishment and the number of leading posts, and so on. And analyzes the causes of these problems. The fourth part puts forward the countermeasures of the seventh reform of government organization in Yangzhou: rationally orientating the government function, promoting the standardized level of organization establishment management, raising the level of institution establishment management legalization, and promoting the scientific level of institution establishment management.
