【摘要】：福利多元主義的范式下,提升服務(wù)效能被視為政府與社會組織相關(guān)領(lǐng)域合作的動因,然而政社合作的實踐并非完全基于"分工合作"的效率原則,而是還受到若干制度邏輯制約。首先,一些基層政府與社會組織福利領(lǐng)域的合作是自上而下的制度變革的落實,是國家福利社會化政策的執(zhí)行;其次,地方政府與社會組織合作的過程受轉(zhuǎn)型期政府科層結(jié)構(gòu)的影響,政社合作呈現(xiàn)出"儀式化"的特征;再次,雖然目前的政社合作更多由政府權(quán)力主導(dǎo),但政府為了合作的達成也會受到社會組織價值邏輯的影響。
[Abstract]:Under the paradigm of welfare pluralism, the promotion of service efficiency is regarded as the cause of cooperation between the government and social organizations. However, the practice of the cooperation between the government and the society is not entirely based on the efficiency principle of "division of work and cooperation", but also restricted by a number of institutional logic. First, the cooperation between some grass-roots governments and social organizations is top-down. The implementation of the reform of the system is the implementation of the policy of the socialization of the state welfare. Secondly, the process of cooperation between the local government and the social organization is influenced by the structure of the government bureaucracy in the transition period, and the cooperation of the government and the society presents the characteristics of "ritual". Again, although the current cooperation is dominated by the government power, the government will also be subject to the achievement of cooperation.
