【摘要】：工業(yè)綠色發(fā)展作為工業(yè)進(jìn)步的表現(xiàn),是建設(shè)環(huán)境友好型社會(huì)和資源節(jié)約型社會(huì)的有效方式。工業(yè)綠色發(fā)展在實(shí)現(xiàn)過程中,必然會(huì)有政府、企業(yè)、中介組織和消費(fèi)者的共同參與。由于它們在工業(yè)綠色發(fā)展中處的地位不同,所發(fā)揮的作用也不一樣。本文認(rèn)為,政府的主導(dǎo)地位是無可置疑的,在工業(yè)綠色發(fā)展中擔(dān)任的角色也是無可替代的。探究地方政府在工業(yè)綠色發(fā)展中發(fā)揮的主導(dǎo)力量,不但能夠提供理論支持,也存在一定的實(shí)際價(jià)值。本文以內(nèi)蒙古自治區(qū)為例,通過深入分析內(nèi)蒙古工業(yè)綠色發(fā)展中地方政府作用發(fā)揮的現(xiàn)狀,取得的成效,存在的欠缺,研究其原因,探究在工業(yè)綠色發(fā)展中不斷完善政府職能作用的發(fā)揮和角色定位,在此之上提出地方政府在促進(jìn)工業(yè)綠色發(fā)展中的相關(guān)策略。本文的研究,希望能夠?qū)τ诋a(chǎn)業(yè)結(jié)構(gòu)不合理、資源型產(chǎn)業(yè)偏重的內(nèi)蒙古工業(yè)經(jīng)濟(jì)實(shí)現(xiàn)綠色發(fā)展具有一定的啟迪。這種研究能夠加快工業(yè)化改革的步伐,促使經(jīng)濟(jì)可持續(xù)發(fā)展,能夠在工業(yè)運(yùn)行中減少資源的耗損,降低污染程度,提高資源綜合利用率,為實(shí)現(xiàn)內(nèi)蒙古工業(yè)綠色、低碳、可持續(xù)發(fā)展提供新的視角和思路。
[Abstract]:As a manifestation of industrial progress, industrial green development is an effective way to build an environment-friendly society and a resource-conserving society. In the process of realizing green industrial development, the government, enterprises, intermediary organizations and consumers will participate together. Because of their different position in industrial green development, their role is also different. This paper holds that the leading position of government is indisputable, and its role in industrial green development is irreplaceable. Exploring the leading power of local government in the green development of industry can not only provide theoretical support, but also have certain practical value. This paper takes Inner Mongolia Autonomous region as an example, through in-depth analysis of the status quo of the role played by local governments in the green development of Inner Mongolia industry, the results achieved, the shortcomings, and the reasons. This paper probes into how to improve the role of government in the green development of industry, and puts forward the relevant strategies of local government in promoting the green development of industry. The study of this paper hopes to enlighten the realization of green development of Inner Mongolia's industrial economy, which is unreasonable in industrial structure and biased in resource-based industry. This kind of research can speed up the pace of industrialization reform, promote the sustainable development of economy, reduce the consumption of resources, reduce the degree of pollution and improve the comprehensive utilization of resources in the industrial operation of Inner Mongolia. Sustainable development provides new perspectives and ideas.
