【摘要】：為貫徹落實黨的十八大和十八屆三中全會精神及《黨政機關厲行節(jié)約反對浪費條例》,中共中央辦公廳、國務院辦公廳印發(fā)了《關于全面推進公務用車制度改革的指導意見》和《中央和國家機關公務用車制度改革方案》,要求全國各省市、地區(qū)加大公務用車制度改革的力度,進一步規(guī)范公務用車運行管理。我國公務用車制度存在著大量的如同屢禁不止的公車私用或超額配備公務用車等等問題,上海作為較早開展公務用車改革的地區(qū),積累了一些改革的經驗,也遇到了一系列問題。本人對上海市公務用車改革的現狀、改革試點的實施情況和存在的問題進行了研究分析,并借鑒國外的制度發(fā)展和國內其他地區(qū)公務用車改革的經驗,制定了相應的解決措施。本人采取了文獻研究法、對比分析法、案例研究法,在論文的寫作過程中主要分為六個部分：第一部分主要是對研究的背景、意義、國內外研究現狀等問題進行簡單的介紹；第二部分主要是對相關的概念及理論知識進行介紹,闡述了公務用車和公務用車改革的概念,對公共產品、公共政策以及新公共理論進行簡單的闡述分析；第三部分主要是對上海市公務用車改革的現狀進行闡述分析,找出上海市公務用車改革中存在的問題,并且對原因進行了總結分析：第四部分主要是對國外公務用車制度的發(fā)展狀況和國內其他地區(qū)的公務用車改革情況進行了介紹,并總結其對上海是公務用車改革發(fā)展的啟示；第五部分主要是對完善上海市公務用車改革提出了相應的策略；第六部分是結語。希望通過本篇論文的研究能夠有效的促進上海市公務用車改革的發(fā)展,解決公務用車改革后上海市公務用車制度和管理上存在的問題,促進公務用車管理的良好發(fā)展。
[Abstract]:The central office of the Central Committee of the Communist Party of China and the office of the State Council issued the guiding opinions on the comprehensive promotion of the reform of the system of public service vehicles and the reform scheme for the public service system of the central and state organs for the implementation of the eighteen major and the third Plenary Session of the 18th CPC Central Committee spirit of the party and the regulation of the party and the party and the government, and the regulations of the party and the government, and the office of the State Council. In the area, there are many problems in the public service vehicle system in China, such as the private use of public vehicles which are repeatedly banned or overequipped with public service vehicles. Shanghai has accumulated some reform experience as an earlier reform of public service vehicles, and has also encountered a series of experiences. I have made a study and Analysis on the current situation of the reform of public service vehicles in Shanghai, the implementation of the reform pilot and the existing problems, and drew on the experience of the foreign system development and the reform of public service vehicles in other areas of the country, and made corresponding solutions. I have adopted the literature research method, the comparative analysis method, the case study method, and the method of case study. The writing process of the paper is divided into six parts: the first part is the brief introduction of the background, the significance, the domestic and foreign research status and so on. The second part mainly introduces the related concepts and theoretical knowledge, expounds the concept of the reform of public service vehicles and public service vehicles, and the public products and public policies. And the new public theory is briefly expounded and analyzed. The third part is mainly to analyze the current situation of the reform of public service vehicles in Shanghai, find out the existing problems in the reform of public service vehicles in Shanghai, and summarize and analyze the reasons: the fourth part is mainly about the development of foreign public service vehicle system and other domestic other countries. The reform of public service vehicles in the area is introduced, and the enlightenment to the reform and development of public service vehicles in Shanghai is summarized. The fifth part is mainly the corresponding strategy for improving the reform of the public service vehicle in Shanghai; the sixth part is the conclusion. The hope that the research of this paper can effectively promote the reform of the public service car in Shanghai. To solve the problems of public service vehicle system and management in Shanghai after the reform of official vehicles, and to promote the sound development of official vehicle management.
