【摘要】：基層公務(wù)員是公務(wù)員群體中最龐大的群體,也是傳達(dá)和執(zhí)行國(guó)家政策的中間力量。而且基層公務(wù)員能力是政府能力的集中體現(xiàn),基層公務(wù)員能力的高低直接決定了政府的行政效率的高低。基層公務(wù)員作為國(guó)家各項(xiàng)政策法規(guī)的執(zhí)行者和公共服務(wù)的提供者,其能力建設(shè)也越來(lái)越受重視。西寧作為青海省的省會(huì),是青海省政治,經(jīng)濟(jì)、科技、教育、文化的中心,以西寧市基層公務(wù)員的公共服務(wù)能力建設(shè)為研究對(duì)象,不僅具有普遍性和代表性,且對(duì)西寧市乃至全國(guó)基層公務(wù)員公共服務(wù)能力建設(shè)的提升具有重要的理論和實(shí)踐意義。首先,通過(guò)閱讀和查閱了大量的文獻(xiàn)資料并對(duì)西寧市8的區(qū)進(jìn)行實(shí)地走訪(fǎng)調(diào)研,梳理了西寧市基層公務(wù)員公共服務(wù)能力建設(shè)的現(xiàn)狀和問(wèn)題。其次,通過(guò)構(gòu)建西寧市基層公務(wù)員公共服務(wù)能力建設(shè)中存在問(wèn)題指標(biāo)體系和西寧市基層公務(wù)員公共服務(wù)能力建設(shè)指標(biāo)體系,借助層次分析法(AHP),研究發(fā)現(xiàn)了西寧市基層公務(wù)員公共服務(wù)能力建設(shè)中存在的主要問(wèn)題和公共服務(wù)能力建設(shè)應(yīng)該重點(diǎn)關(guān)注的方面。最后,結(jié)合分析中發(fā)現(xiàn)西寧市基層公務(wù)員公共服務(wù)能力建設(shè)中的主要問(wèn)題和西寧市公共服務(wù)能力建設(shè)應(yīng)該重點(diǎn)關(guān)注的指標(biāo),提出了以下對(duì)策建議:(1)轉(zhuǎn)變官本位思想,強(qiáng)化服務(wù)意識(shí);(2)提升文化技能,切實(shí)提高公務(wù)員服務(wù)水平;(3)完善培訓(xùn)機(jī)制,大力提升公務(wù)員綜合素質(zhì);(4)完善績(jī)效考核機(jī)制,充分發(fā)揮考核作用;(5)加強(qiáng)社會(huì)監(jiān)督,在壓力中促進(jìn)服務(wù)型政府建設(shè)。
[Abstract]:Grass-roots civil servants are the largest group of civil servants, and also the intermediate force to convey and implement national policies. And the ability of grass-roots civil servants is the concentrated embodiment of government ability, and the ability of grass-roots civil servants directly determines the administrative efficiency of the government. As the executor of national policies and regulations and the provider of public service, grass-roots civil servants pay more and more attention to their capacity building. Xining, as the capital of Qinghai Province, is the center of politics, economy, science and technology, education and culture in Qinghai Province. And it has important theoretical and practical significance for the promotion of the public service capacity construction of the grass-roots civil servants in Xining city and even the whole country. First of all, through reading and consulting a large number of documents and field visits to Xining 8 district, this paper combs the current situation and problems of public service capacity construction of grass-roots civil servants in Xining city. Secondly, through the construction of Xining City grass-roots civil servant public service capacity construction existing problems index system and Xining grass-roots civil servant public service capacity construction index system, With the help of the Analytic hierarchy process (AHP), the paper finds out the main problems existing in the construction of the public service capacity of the grass-roots civil servants in Xining and the aspects which should be paid attention to in the construction of the public service capacity. Finally, combining with the main problems in the construction of the public service capacity of the grass-roots civil servants in Xining City and the indicators that should be paid attention to in the construction of the public service capacity in Xining City, this paper puts forward the following countermeasures and suggestions: 1) change the official standard thought. Strengthen the service consciousness to improve cultural skills, improve the service level of civil servants to improve the training mechanism, vigorously improve the overall quality of civil servants. 4) improve the performance appraisal mechanism, give full play to the role of assessment. 5) strengthen social supervision. Promote the construction of service-oriented government under pressure.
