【摘要】：臺(tái)灣與大陸同根同源,臺(tái)灣的公務(wù)員考錄制度繼承了中華民國(guó)的公務(wù)員考錄制度,受到了中國(guó)傳統(tǒng)文化和西方公務(wù)員制度的雙重影響,因此,研究臺(tái)灣地區(qū)的公務(wù)員考錄制度對(duì)大陸公務(wù)員考錄制度的改革和完善有一定的參考和借鑒意義。然而,大陸學(xué)者對(duì)臺(tái)灣公務(wù)員考錄制度的研究寥若晨星,本文以“述論”的方式展開對(duì)臺(tái)灣公務(wù)員考錄制度的探討,為了解和研究臺(tái)灣公務(wù)員考錄制度提供參考和幫助。本文通過(guò)文獻(xiàn)研究法,搜集和梳理了臺(tái)灣公務(wù)員考錄制度的演進(jìn)歷程,界定了相關(guān)概念,從法律依據(jù)、考錄管理機(jī)關(guān)、基本原則、考試種類、基本流程、考試方式、考試科目等七個(gè)方面詳細(xì)介紹和分析了臺(tái)灣公務(wù)員考錄制度的基本內(nèi)容。采用比較分析法,以辯證唯物主義的眼光,將臺(tái)灣與大陸的公務(wù)員考錄制度進(jìn)行了比較分析并歸納了臺(tái)灣公務(wù)員考錄制度七個(gè)方面的特點(diǎn),挖掘和總結(jié)了臺(tái)灣公務(wù)員考錄制度的優(yōu)點(diǎn)和不足�；谏鲜鼍C述,筆者認(rèn)為對(duì)待臺(tái)灣公務(wù)員考錄制度須“取其精華,去其糟粕”,學(xué)會(huì)“取長(zhǎng)補(bǔ)短”。因此,在本文最后章節(jié),筆者在立足大陸公務(wù)員考錄制度現(xiàn)狀的基礎(chǔ)上,提出了臺(tái)灣公務(wù)員考錄制度對(duì)完善大陸公務(wù)員考錄體制和具體運(yùn)作兩個(gè)層面的啟示,建議從法制建設(shè)、考錄管理機(jī)構(gòu)設(shè)置、分級(jí)分類考試制度、考試實(shí)施、監(jiān)督機(jī)制等五個(gè)方面完善大陸公務(wù)員考錄制度。
[Abstract]:Taiwan and the mainland share the same roots. Taiwan's civil servant examination system inherits that of the Republic of China and is influenced by both the Chinese traditional culture and the western civil service system. The study of the civil servant examination system in Taiwan has certain reference and reference significance for the reform and perfection of the civil servant examination system in mainland China. However, there are few studies on the Taiwan civil servant examination system by mainland scholars. This paper discusses the Taiwan civil servant examination system in the way of "narration", and provides reference and help for understanding and studying the Taiwan civil servant examination system. Through literature research, this paper collects and combs the evolution course of Taiwan civil servant examination system, defines the relevant concepts, from the legal basis, the examination administration organization, the basic principle, the examination type, the basic flow, the examination way, This paper introduces and analyzes the basic contents of Taiwan civil servant examination system in detail from seven aspects, such as examination subjects. By means of comparative analysis and dialectical materialism, this paper makes a comparative analysis of the civil servants' examination system in Taiwan and mainland China and sums up the characteristics of the seven aspects of the civil servant examination system in Taiwan. Excavate and summarize the advantages and disadvantages of Taiwan civil servant examination system. Based on the above summary, the author thinks that the Taiwan civil servant examination system should "take the essence and discard the dross" and learn to "learn from each other". Therefore, in the last chapter of this paper, on the basis of the current situation of the civil servant examination system in mainland China, the author puts forward the enlightenment of Taiwan civil servant examination system to perfect the civil servant examination system and the concrete operation of the mainland civil servant, and suggests the construction of the legal system. The system of civil servant examination in mainland China should be perfected in five aspects, such as the setting up of the examination administration organization, the classified examination system, the implementation of the examination system and the supervision mechanism.
