【摘要】：基于一個(gè)具有全國(guó)代表性的跨年度調(diào)查數(shù)據(jù),本文在實(shí)證上測(cè)度了縣政府、鄉(xiāng)鎮(zhèn)政府、村兩委之間的"壓力型體制"。分析結(jié)果表明,"壓力型體制"在不同地區(qū)之間存在很大差異,鄉(xiāng)村兩級(jí)干部較為普遍地、有選擇性地執(zhí)行上級(jí)的考核任務(wù),考核壓力在多個(gè)行政層級(jí)之間的傳遞呈現(xiàn)明顯的衰減特征。農(nóng)業(yè)稅費(fèi)改革之后,財(cái)政體制的集權(quán)有助于強(qiáng)化縣鄉(xiāng)之間的控制力度,卻沒(méi)有顯著增強(qiáng)鄉(xiāng)鎮(zhèn)政府對(duì)村兩委的控制力。
[Abstract]:Based on a nationally representative cross-annual survey data, this paper empirically measures the "pressure-type system" between the county government, the township government and the village committee. The results show that the "pressure-type system" varies greatly among different regions, and cadres at the rural two levels generally and selectively carry out the assessment tasks of their superiors. The transmission of assessment pressure between multiple administrative levels shows an obvious attenuation feature. After the reform of agricultural taxes and fees, the centralization of the financial system helps to strengthen the control between counties and townships, but it does not significantly strengthen the control power of the township government over the village and village committees.
