【摘要】：機關(guān)事務管理是我國政府自身建設的重要組成部分,在我國全面推進依法治國建設法治政府的背景下,機關(guān)事務管理體制應把握時代發(fā)展方向,深化管理體制改革,逐步建立適應我國法治政府、責任政府、服務型政府建設的要求,降低行政成本,建設節(jié)約型機關(guān)。論文通過文獻研究、歷史研究、調(diào)查法等基本研究方法,首先介紹了機關(guān)事務的概念、特點、地位等,重點辨析了與機關(guān)事務相關(guān)的幾個概念,探討了當下我國建設法治政府、法治國家的理論體系與實踐要求。以河北省唐山市樂亭縣機關(guān)事務管理局為案例,系統(tǒng)歸納了建國以來機關(guān)事務管理的發(fā)展歷程,介紹了河北省機關(guān)事務管理工作概況,在微觀上總結(jié)了樂亭縣機關(guān)事務管理工作現(xiàn)狀,從中發(fā)現(xiàn)其樂亭縣機關(guān)事務管理工作存在職能定位、機關(guān)設置、人才配備等方面的問題,這直接導致了工作的服務效果不理想、行政成本高等負面效應。通過分析研究我國宏觀上的機關(guān)事務管理體制并結(jié)合樂亭縣工作實際狀況,總結(jié)出當前存在問題的原因主要在于對機關(guān)事務管理工作的認識不到位、法律法規(guī)與規(guī)章制度的制定與執(zhí)行不力、相關(guān)的協(xié)調(diào)與保障機制缺乏等。在我國建設法治政府的背景下,機關(guān)事務管理體制改革須從理念、法治建設、體制機制轉(zhuǎn)換、降低行政成本、人才隊伍建設等方面著手,積極推進機關(guān)事務管理體制的改革,適應時代發(fā)展。論文的創(chuàng)新點在于按照發(fā)現(xiàn)問題—解釋問題—解決問題的研究主線,將十八大以來的我國新形成的法治理論與機關(guān)事務管理體制改革聯(lián)系起來,從樂亭縣機關(guān)事務管理體制改革入手,企圖為全國地方機關(guān)事務管理工作提供政策性指導和建議。
[Abstract]:The management of organ affairs is an important part of the government's own construction. Under the background of comprehensively promoting the rule of law and building a government ruled by law, the management system of organ affairs should grasp the development direction of the times and deepen the reform of the management system. Gradually set up to meet the requirements of our country's legal government, responsible government, service-oriented government construction, reduce administrative costs, and build energy-saving organs. Through the basic research methods, such as literature research, historical research and investigation, the paper first introduces the concept, characteristics and status of organ affairs, and analyzes several concepts related to organ affairs, and probes into the construction of a government governed by law in our country. The theoretical system and practical requirements of a country ruled by law. Taking the Administration of Organ Affairs of Leting County, Tangshan City, Hebei Province as a case, this paper systematically sums up the development course of Organ Affairs Management since the founding of the people's Republic of China, and introduces the general situation of Organ Affairs Management in Hebei Province. This paper sums up the present situation of organ affairs management in Leting County, and finds out that there are some problems in the administration work of Leting County, such as the function orientation, the establishment of organs, the allocation of talents and so on, which directly leads to the unsatisfactory service effect of the work. High administrative costs and other negative effects. By analyzing and studying the management system of organ affairs in macro level in China and combining with the actual situation of the work in Leting County, the author concludes that the main reason for the existing problems lies in the lack of understanding of the work of organ affairs management. The formulation and enforcement of laws, regulations and rules are weak, and the coordination and protection mechanisms are lacking. Under the background of building a government ruled by law in our country, the reform of the management system of organ affairs should be carried out from the aspects of concept, construction of rule of law, transformation of system and mechanism, reduction of administrative cost, construction of qualified personnel and so on, so as to actively promote the reform of management system of organ affairs. Adapt to the development of the times. The innovation of this paper is to link the newly formed theory of rule of law since the 18th National Congress of National Congress with the reform of organ affairs management system according to the main line of research on discovering problems, explaining problems and solving problems. Starting with the reform of organ affairs management system in Leting County, this paper attempts to provide policy guidance and suggestions for the management of local organ affairs in the whole country.
