【摘要】：當(dāng)前我國環(huán)境問題凸顯,水污染、水惡化等問題日益嚴(yán)重,甚至達到“有河皆干、有水皆污”的地步,水資源面臨著十分嚴(yán)峻的形勢,水污染防治的步伐趕不上污染的速度。黨的十八大提出要加強生態(tài)文明建設(shè),并將水資源的防治問題擺在了突出的地位,要求給子孫后代留下天藍、地綠、水凈的美好家園。為此,國務(wù)院要求實行最嚴(yán)格水資源管理制度,本文以水污染防治中的政府政策執(zhí)行力為出發(fā)點,從公共治理角度入手,分析政策執(zhí)行和運用實踐,總結(jié)水污染防治政策的得失利弊,尋求有效、有力的治污途徑。本文認為水污染防治中影響地方政府政策執(zhí)行力的最關(guān)鍵的要素有三個方面,即主體要素、資源要素、環(huán)境要素。一是主體要素。利益驅(qū)動、執(zhí)行人員素質(zhì)是對執(zhí)行主體產(chǎn)生影響的兩大要素。當(dāng)前,導(dǎo)致我國水污染防治中地方政府政策執(zhí)行不力的主要原因有政府官員生態(tài)價值觀的缺失,政策執(zhí)行主體能力不足所造成的執(zhí)行力薄弱,區(qū)域發(fā)展、府際合作等理念尚未深入貫徹。二是資源要素,包括物質(zhì)資源、制度資源。錯誤的政績考核體制、科學(xué)規(guī)范的執(zhí)行制度以及問責(zé)制度的缺失等原因都導(dǎo)致了當(dāng)前我國水污染防治政策執(zhí)行不力的現(xiàn)狀。三是環(huán)境要素。府際關(guān)系、官民關(guān)系、是影響水污染防治中地方政府政策執(zhí)行力的環(huán)境要素的首要變量。本文試圖從以上三個方面來著手分析我國地方政府水污染防治中存在的問題,在分析問題的基礎(chǔ)上提出相應(yīng)對策建議,以期對我國政府在水污染防治中政策執(zhí)行不力的現(xiàn)狀做出客觀評估,并提出恰當(dāng)?shù)母倪M措施。文章的結(jié)構(gòu)分為以下六個部分:第一章,交代了選題的依據(jù)和相關(guān)論文寫作的邏輯前提;第二章是對論文的分析框架的設(shè)計,本文選取了在水污染防治中具有重要影響的主體要素、資源要素、環(huán)境要素作為分析對象,擬從以上三個方面來著手分析水污染防治中政策執(zhí)行不力的現(xiàn)象;第三章介紹了我國水污染防治中政策執(zhí)行力的現(xiàn)狀和存在的問題;第四章對影響水污染防治政策執(zhí)行不力的各要素進行了深入的分析,探求目前水污染防治執(zhí)行不力的原因所在;第五章針對各影響要素提出改進水污染防治中地方政府政策執(zhí)行力的對策建議;第六章分別對所提出的對策建議予以論證。
[Abstract]:At present, the environmental problems in our country are prominent, such as water pollution, water deterioration and so on, even to the point of "all rivers are dry, water is polluted", water resources are facing a very serious situation, and the pace of water pollution prevention and control is not up to the speed of pollution. The 18th National Congress of the Party proposed to strengthen the construction of ecological civilization and put the prevention and control of water resources in a prominent position, demanding that future generations be left with a beautiful home of blue, green and clean water. For this reason, the State Council requires the most stringent water resources management system. This paper, based on the executive power of government policies in water pollution prevention and control, analyzes the implementation and application of policies from the perspective of public governance. This paper summarizes the advantages and disadvantages of water pollution control policies, and seeks effective and effective ways to control pollution. This paper holds that there are three key factors that affect the policy execution of local government in water pollution prevention and control, namely the main factor, the resource factor and the environmental factor. First, the main elements. Driven by interests, the quality of executive personnel is the two main factors that have an impact on the subject of execution. At present, the main reasons leading to the weak implementation of local government policies in water pollution prevention and control in China are the lack of ecological values of government officials, the weakness of executive power caused by insufficient capacity of policy enforcement subjects, and the regional development. The concept of government-government cooperation has not yet been thoroughly implemented. Second, resource elements, including material resources, institutional resources. The wrong performance assessment system, the scientific and normative implementation system and the lack of accountability system all lead to the current situation of ineffective implementation of water pollution control policies in China. Third, environmental elements. The relationship between the government and the people is the primary variable of the environmental factors affecting the policy execution of the local government in water pollution prevention and control. This paper attempts to analyze the problems existing in the prevention and control of local government water pollution from the above three aspects, and puts forward corresponding countermeasures and suggestions on the basis of the analysis of the problems. It is expected to make an objective assessment of the current situation of our government's poor implementation of policies in water pollution control and put forward appropriate improvement measures. The structure of the article is divided into the following six parts: the first chapter explains the basis of the selected topic and the logical premise of the related paper writing; the second chapter is the design of the analysis framework of the thesis. In this paper, the main factors, resource factors and environmental factors which have important influence in water pollution prevention and control are selected as the analysis objects, and the phenomena of ineffective policy implementation in water pollution prevention and control are analyzed from the above three aspects. The third chapter introduces the current situation and existing problems of policy execution in water pollution prevention and control in China, the fourth chapter deeply analyzes the factors that affect the poor implementation of water pollution control policy. The fifth chapter puts forward the countermeasures and suggestions to improve the policy execution of local government in water pollution prevention and control; the sixth chapter respectively demonstrates the countermeasures and suggestions.
