【摘要】：為了揭示政府?dāng)?shù)據(jù)開放風(fēng)險(xiǎn)的復(fù)雜性與特殊性,增強(qiáng)政府?dāng)?shù)據(jù)開放風(fēng)險(xiǎn)的識(shí)別與應(yīng)對(duì)能力。文章利用文獻(xiàn)調(diào)研法和比較分析法,從觀念認(rèn)知、利益主體、數(shù)據(jù)披露內(nèi)容及數(shù)據(jù)開放技術(shù)和制度體系等角度闡明了政府?dāng)?shù)據(jù)開放風(fēng)險(xiǎn)的內(nèi)涵,指出數(shù)據(jù)開放風(fēng)險(xiǎn)會(huì)對(duì)政府?dāng)?shù)據(jù)開放進(jìn)程、數(shù)據(jù)管理秩序、數(shù)據(jù)生態(tài)以及數(shù)據(jù)管理成本等產(chǎn)生的一系列負(fù)面影響。同時(shí),還分析了發(fā)達(dá)國(guó)家在政府?dāng)?shù)據(jù)開放風(fēng)險(xiǎn)識(shí)別與應(yīng)對(duì)上的主要做法,梳理了當(dāng)前政府?dāng)?shù)據(jù)開放風(fēng)險(xiǎn)識(shí)別與應(yīng)對(duì)中面臨的現(xiàn)實(shí)困難,并提出建立政府?dāng)?shù)據(jù)開放風(fēng)險(xiǎn)識(shí)別與應(yīng)對(duì)機(jī)制的具體對(duì)策。
[Abstract]:In order to reveal the complexity and particularity of open risk of government data, the ability of identifying and coping with open risk of government data is enhanced. By using the method of literature investigation and comparative analysis, this paper expounds the connotation of the risk of government data opening from the perspectives of concept cognition, subject of interest, content of data disclosure, technology of data opening and system, etc. It is pointed out that the risk of data opening will have a series of negative effects on the process of government data opening, the order of data management, the data ecology and the cost of data management. At the same time, it also analyzes the main methods of government data open risk identification and response in developed countries, combing the practical difficulties in the current government data open risk identification and response. And put forward the concrete countermeasure of establishing government data open risk identification and coping mechanism.
