【摘要】:服務(wù)型政府概念的提出受到西方新公共管理理論影響,由英、美兩國率先進(jìn)行政府改革實(shí)踐,之后傳播到西方各國并產(chǎn)生積極影響。近些年,我國地方政府逐步進(jìn)行政府行政改革,并在改革的過程中積累一定經(jīng)驗(yàn),在2004年中央黨校省部級主要領(lǐng)導(dǎo)干部高級研究班上,服務(wù)型政府概念首次被中央采納。我國專家、學(xué)者圍繞服務(wù)型政府建設(shè)展開論述、研究,越來越多的實(shí)踐經(jīng)驗(yàn)與研究成果均表明,建設(shè)服務(wù)型政府的關(guān)鍵在于落實(shí)服務(wù)精神,而這正是本文的切入點(diǎn)。在服務(wù)型政府視角下,培育公務(wù)員的服務(wù)精神,希望以此對我國服務(wù)型政府建設(shè)產(chǎn)生有益影響。第一章主要介紹了研究的背景、意義、綜述、方法及創(chuàng)新點(diǎn)等內(nèi)容。第二章分別從服務(wù)型政府和公務(wù)員服務(wù)精神兩個(gè)方面展開理論研究,進(jìn)而指出兩者之間的關(guān)系,即培育公務(wù)員服務(wù)精神對建設(shè)服務(wù)型政府具有意義:培育公務(wù)員服務(wù)精神是建設(shè)服務(wù)型政府的關(guān)鍵環(huán)節(jié);也是提升政府公信力的有力保障;培育服務(wù)精神是建設(shè)服務(wù)型政府的基本要求;培育公務(wù)員服務(wù)精神可以提高政府工作效率。從概述服務(wù)型政府發(fā)展過程中,得出我國服務(wù)型政府是具有公共性、服務(wù)性、法治性、責(zé)任性、透明性的政府,而公務(wù)員服務(wù)精神也深受傳統(tǒng)文化“以民為本”思想、馬克思主義公仆理論、“為人民服務(wù)”思想、新公共服務(wù)等理論影響,公務(wù)員在工作中應(yīng)具備平等、責(zé)任、創(chuàng)新、奉獻(xiàn)等精神內(nèi)涵。第三章指出在服務(wù)型政府建設(shè)過程中,存在公務(wù)員服務(wù)精神缺失的現(xiàn)象,并以此作為本文的切入點(diǎn)。通過分析發(fā)現(xiàn):“四風(fēng)”思想是公務(wù)員服務(wù)精神缺失的現(xiàn)實(shí)因素;公仆意識缺失是公務(wù)員服務(wù)精神欠缺的內(nèi)在因素;法制建設(shè)滯后是導(dǎo)致公務(wù)員服務(wù)精神缺失的外在因素;服務(wù)意識陳舊是制約公務(wù)員服務(wù)精神提升的關(guān)鍵。第四章著重從三個(gè)角度展開對公務(wù)員服務(wù)精神培育的論述,通過推進(jìn)公務(wù)員相關(guān)法規(guī)執(zhí)行、健全我國公務(wù)員管理制度、完善公務(wù)員監(jiān)督機(jī)制來加強(qiáng)相關(guān)的法規(guī)制度建設(shè);加強(qiáng)公務(wù)員服務(wù)能力培訓(xùn),增進(jìn)職業(yè)道德培育,夯實(shí)理想信念教育,以此來提升我國公務(wù)員服務(wù)素質(zhì);通過借鑒美國、新加坡、英國等國家的先進(jìn)培育經(jīng)驗(yàn),加強(qiáng)公務(wù)員服務(wù)精神培育,從而推進(jìn)我國服務(wù)型政府的構(gòu)建進(jìn)程。
[Abstract]:The concept of service-oriented government was influenced by the western new public management theory. Britain and the United States took the lead in the practice of government reform, and then spread to the western countries and had a positive impact. In recent years, our local government has gradually carried out the reform of government administration, and accumulated certain experience in the process of reform. In 2004, the concept of service-oriented government was adopted by the central government for the first time in the senior research class of the main leading cadres at the provincial and ministerial level of the Central Party School. Experts and scholars in our country discuss and study the construction of service-oriented government, more and more practical experience and research results show that the key to building service-oriented government lies in the implementation of the spirit of service, and this is the breakthrough point of this paper. From the perspective of service-oriented government, it is hoped that the service spirit of civil servants will have a beneficial impact on the construction of service-oriented government in China. The first chapter introduces the background, significance, summary, method and innovation of the research. The second chapter starts the theoretical research from two aspects of service-oriented government and civil servant service spirit, and then points out the relationship between them. That is, cultivating the service spirit of civil servants is of significance to the construction of a service-oriented government: fostering the spirit of service for civil servants is the key link in building a service-oriented government, and it is also an effective guarantee for enhancing the credibility of the government. Cultivating the spirit of service is the basic requirement of building a service-oriented government, and cultivating the spirit of service of civil servants can improve the efficiency of government work. In the course of the development of service-oriented government, it is concluded that the service-oriented government of our country is a government with public, service, rule of law, responsibility and transparency, and the spirit of service of civil servants is deeply rooted in the traditional culture of "people-oriented" thought. The theory of Marxist public servant, the thought of "serving the people" and the theory of new public service should have the spiritual connotation of equality, responsibility, innovation and dedication in their work. The third chapter points out that in the construction of service-oriented government, there is a lack of service spirit of civil servants, and this as the breakthrough point of this article. Through the analysis, it is found that the idea of "four winds" is the realistic factor of the lack of service spirit of civil servants, the lack of public servant consciousness is the internal factor of the lack of service spirit of civil servants, the lag of legal system construction is the external factor leading to the lack of service spirit of civil servants. The old sense of service is the key to the improvement of the service spirit of civil servants. The fourth chapter focuses on the cultivation of civil servant service spirit from three angles, through the promotion of civil servant related laws and regulations implementation, improve our civil servant management system, improve the civil service supervision mechanism to strengthen the relevant legal system construction; Strengthen the training of civil servants' service ability, enhance the cultivation of professional ethics, consolidate the education of ideals and beliefs, so as to improve the service quality of civil servants in our country, and learn from the advanced training experiences of the United States, Singapore, Britain and other countries, Strengthen the cultivation of service spirit of civil servants, so as to promote the construction process of service-oriented government in China.
