【摘要】：第三方穩(wěn)評(píng)機(jī)構(gòu)的發(fā)展是現(xiàn)實(shí)所需、大勢所趨,其發(fā)展的狀況勢必會(huì)對(duì)重大事項(xiàng)社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)估機(jī)制的規(guī)范化、法制化、科學(xué)化、專業(yè)化等新的要求產(chǎn)生舉足輕重的影響。如何完善第三方穩(wěn)評(píng)機(jī)構(gòu)監(jiān)管制度,健全重大事項(xiàng)社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)估機(jī)制,己成為刻不容緩需要解決的現(xiàn)實(shí)問題。因此,本文研究目的主要聚焦于徐州市第三方穩(wěn)評(píng)機(jī)構(gòu)的監(jiān)管現(xiàn)狀,在理論分析的基礎(chǔ)上,對(duì)第三方穩(wěn)評(píng)機(jī)構(gòu)的監(jiān)管問題進(jìn)行進(jìn)一步研究,結(jié)合徐州市實(shí)際情況,提出完善徐州市第三方穩(wěn)評(píng)機(jī)構(gòu)監(jiān)管的對(duì)策。論文首先主要介紹了本文的研究背景與意義,并對(duì)國內(nèi)外研究成果進(jìn)行了簡要述評(píng),闡述了本文的研究難點(diǎn)、創(chuàng)新點(diǎn)以及研究路徑和方法。然后對(duì)相關(guān)概念內(nèi)涵進(jìn)行界定,并對(duì)第三方穩(wěn)評(píng)機(jī)構(gòu)的特征以及監(jiān)管的必要性的進(jìn)行分析,并對(duì)徐州市第三方穩(wěn)評(píng)機(jī)構(gòu)的運(yùn)行前、運(yùn)行中以及運(yùn)行后的監(jiān)管現(xiàn)狀進(jìn)行研究分析。在此基礎(chǔ)上,找出徐州市第三方穩(wěn)評(píng)機(jī)構(gòu)監(jiān)管存在的問題,如市場準(zhǔn)入標(biāo)準(zhǔn)設(shè)置不合理、專業(yè)人才隊(duì)伍不足、監(jiān)管主體單一、方式落后、監(jiān)管制度化和規(guī)范化較低、社會(huì)公眾認(rèn)同度不高以及社會(huì)評(píng)價(jià)體系的缺失等,并對(duì)造成以上問題的成因從監(jiān)管基本要素的角度進(jìn)行分析。最后提出相應(yīng)的完善第三方穩(wěn)評(píng)機(jī)構(gòu)監(jiān)管的對(duì)策。
[Abstract]:The development of the third party stable evaluation organization is the need of the reality and the trend of the times. Its development situation will inevitably have a decisive effect on the new requirements of the standardization, legalization, scientization, specialization and so on of the risk assessment mechanism of the social stability of the major events. How to perfect the supervision system of the third party stable evaluation organization and perfect the risk assessment mechanism of social stability of major events have become the realistic problems that need to be solved urgently. Therefore, the purpose of this paper is mainly to focus on the current situation of the supervision of the third party stable evaluation organization in Xuzhou City. On the basis of theoretical analysis, the paper makes further research on the supervision problem of the third party stable evaluation organization, combining with the actual situation of Xuzhou City. The paper puts forward the countermeasures to improve the supervision of the third party stable evaluation organization in Xuzhou City. Firstly, this paper introduces the research background and significance of this paper, and gives a brief review of the domestic and foreign research results, and expounds the research difficulties, innovation points, research paths and methods of this paper. Then it defines the connotation of relevant concepts, and analyzes the characteristics of the third party stable evaluation organization and the necessity of supervision, and studies and analyzes the supervision status before, during and after the operation of the third party stable evaluation organization in Xuzhou. On this basis, we find out the problems existing in the supervision of the third party stable evaluation organization in Xuzhou, such as the unreasonable setting of market access standards, the shortage of professional talents, the single supervision body, the backward way, the low institutionalization and standardization of supervision. The reasons for the above problems are analyzed from the perspective of the basic elements of supervision. Finally, the paper puts forward the corresponding countermeasures to improve the supervision of the third party stable evaluation organization.
