【摘要】：信訪工作關系群眾的呼聲、社會的和諧安定,特別是基層信訪作為信訪工作的高發(fā)群體更應引起我們的高度重視。改革開放以來,各方利益主體的多元變化使基層問題不斷發(fā)酵升溫,對社會的治理與穩(wěn)定提出了一系列挑戰(zhàn),基層信訪制度的改革迫在眉睫。當前垛石鎮(zhèn)信訪工作的集中領域主要存在生產生活(例如近期的大面積修路問題)、行政行為(例如對政府或相關單位做出的某項決定存在質疑)、政策轉變(例如2015年至2016年廣泛開展的土地確權與住宅集體使用權的實施)三個方面,信訪制度存在的主要問題在于信訪體制問題、信訪服務問題、信訪渠道問題。要想從根本上提升信訪的服務質量與效率,必須針對以上問題改革當前信訪制度,不斷增強基層信訪程序性、合理性、針對性、合法性。本文則以信訪制度的基本理論為出發(fā)點,對當前垛石鎮(zhèn)信訪制度的運行過程與效能進行了細致的研究與了解,深刻剖析了目前垛石鎮(zhèn)信訪工作面臨的主要問題及其原因。同時,針對一系列的現(xiàn)狀、問題、原因的研究提出了對垛石鎮(zhèn)信訪工作的改革道路與方向的看法與見解。筆者主張改革基層信訪要做好以下幾個方面:首先,明確基層信訪的定位;其次,加強法制化、現(xiàn)代化建設;最后,進一步建立和完善基層信訪制度的配套制度建設。
[Abstract]:The appeal of the masses, the harmony and stability of the society, especially the high incidence group of the petition work at the grass-roots level should be paid more attention to. Since the reform and opening up, the pluralistic changes of the main interests of all parties have made the grass-roots problems fermenting and heating up, and put forward a series of challenges to the governance and stability of the society. The reform of the grass-roots petition system is imminent. At present, the main areas of concentrated work in Stacker Town include production and daily life (for example, large area road construction in the near future, administrative behavior (such as questioning a decision made by the government or relevant unit), and policy change (for example). From 2015 to 2016, there are three aspects of the extensive implementation of the right to confirm land and the right to collective use of housing. The main problems of petition system lie in the system of letter and visit, the service of letter and visit and the problem of channel of letter and visit. In order to improve the service quality and efficiency of petition fundamentally, we must reform the current petition system in view of the above problems, and constantly strengthen the procedure of petition and visit at the grass-roots level, rationality, pertinence and legitimacy. Taking the basic theory of petition system as the starting point, this paper makes a detailed study and understanding of the operation process and efficiency of the current petition system in Stacker Stone Town, and deeply analyzes the main problems and the reasons for the present letter and visit work in Stacker Stone Town. At the same time, aiming at a series of present situation, problems and reasons, the author puts forward the views and opinions on the reform way and direction of the letter and visit work in Staishi Town. The author advocates that the following aspects should be done well in the reform of grass-roots petition: first, the orientation of grass-roots petition and visit should be clearly defined; secondly, the legalization and modernization should be strengthened; finally, the supporting system construction of grass-roots petition system should be further established and perfected.
