【摘要】：梁啟超的一生處在晚清末造、民國甫立,中國社會由傳統(tǒng)、封建蹣跚步入近代、民主的過渡時期。梁氏本人以其才慧聰穎、洞察世事、“流質(zhì)善變”的內(nèi)在品性和趨新求進(jìn)的革新魄力,乃時被譽(yù)為“言論界的驕子”、政界弄潮兒,對時人及后世影響巨大。梁啟超博古通今、學(xué)貫中西,他將當(dāng)時較比先進(jìn)的西方政治思想融匯到中國當(dāng)時的政治改革中來,形成了其獨(dú)具特色的過渡時期政府改革思想。 梁啟超的政府改革思想是特定歷史環(huán)境下的產(chǎn)物,“過渡時代”就是其政府改革的時代視域�！蹲兎ㄍㄗh》作為研究其思想的重要文本,明確介紹了政府改革的必然性、主要內(nèi)容和目標(biāo)、途徑。作為梁啟超政府改革思想的主要內(nèi)容,人事行政改革思想和輿論監(jiān)督思想都擁有非常豐富的內(nèi)涵。 梁啟超的政府改革思想現(xiàn)實(shí)性與實(shí)踐性并存,關(guān)聯(lián)性和系統(tǒng)性兼?zhèn)?繼承性和時代性整合。他的政府改革思想設(shè)計了近代政府改革的基本框架,推動了近代化進(jìn)程；促進(jìn)了社會思想變革,為政府改革做好思想準(zhǔn)備；培養(yǎng)了大批俊才,為近代以來的政府改革備儲了相當(dāng)?shù)穆N楚。同時,由于階級和社會環(huán)境的局限,思想的片面性,他的政府改革思想也存在著不足。 我們今天回顧梁啟超的政府改革思想,目的主要是從中汲取有益成分,為今日深化中國政府改革提供有益借鑒。通過分析梁啟超政府改革思想的“過渡時代”觀、行政人事制度和輿論監(jiān)督思想的研究價值,我們發(fā)現(xiàn)：推動今日政府改革的發(fā)展,必須抓住社會轉(zhuǎn)型的時代脈搏,必須妥善處理改革阻力,必須善用輿論監(jiān)督深化改革進(jìn)程。
[Abstract]:Liang Qichao's life was in the late Qing Dynasty, the Republic of China was established, the Chinese society from tradition, feudal stagger into modern, democratic transition period. Liang himself, with his talent, insight and insight into the world, the inherent character of "fluid and fickle" and the innovative drive to pursue new and progressive progress, was called "the proud son of speech", and the political tide had a great impact on people of the times and on later generations. Liang Qichao learned from the Chinese and the West, he integrated the more advanced western political thought into the political reform of China at that time, and formed his unique transitional government reform thought. Liang Qichao's thought of government reform is the product of special historical environment, "transitional era" is the era horizon of its government reform. As an important text to study its thought, the paper clearly introduces the inevitability of government reform. Main contents and objectives, approaches. As the main content of the Liang Qichao government reform thought, the personnel administration reform thought and the public opinion supervision thought have the very rich connotation. The government reform thought of Liang Qichao coexists with practicality, relevance and systematicness, inheritance and epoch integration. His thought of government reform designed the basic framework of modern government reform, promoted the process of modernization, promoted the social ideological change, prepared for the government reform, and cultivated a large number of talented people. A considerable amount of leadership has been set aside for government reform since modern times. At the same time, because of the limitation of class and social environment and the one-sidedness of thought, his government reform thought also has the insufficiency. We review Liang Qichao's thought of government reform today in order to draw useful elements from it and provide useful reference for deepening the reform of Chinese government today. By analyzing the "transitional era" view of Liang Qichao government reform thought, the research value of administrative personnel system and public opinion supervision thought, we find that in order to promote the development of government reform today, we must grasp the pulse of the times of social transformation. Must deal with reform resistance properly, must make good use of supervision by public opinion to deepen the reform process.
