太原市保障性住房的供給及其影響因素研究

【摘要】:我國自住房保障制度實(shí)施以來,保障性住房的供給在解決居民居住問題上發(fā)揮了重要作用,保障房供給是我國為實(shí)現(xiàn)全面建設(shè)小康社會而采取的重大舉措。近幾年來,政府為提升居民的住房保障整體水平,解決低收入群體居住困難問題,大規(guī)模建設(shè)保障性住房并取得了顯著成績,尤其在“十二五”期間,全國開始大規(guī)模建設(shè)保障性住房,很大程度上解決了我國低收入群體的住房問題。但是,保障性住房建設(shè)規(guī)模的不斷擴(kuò)大,對政府供給能力是一個巨大的考驗(yàn)?梢哉f,保障房供給水平的高低決定了一個地區(qū)住房保障的水平。對保障房供給影響因素的研究,有利于政府有針對性地提高住房保障政策的實(shí)施效率,實(shí)現(xiàn)“居者有其屋”的目標(biāo)。太原市作為山西省的省會城市,其保障性住房供給研究在全國的眾多二線城市中具有代表性意義。首先,太原市住房保障體系在發(fā)展中不斷完善,保障性安居工程取得突破性進(jìn)展,本文在分析太原市保障性住房的供給概況及近年來太原市各類型保障性住房發(fā)展現(xiàn)狀的基礎(chǔ)上,找出保障房供給中存在的問題。其次,在對近幾年太原市保障性住房財(cái)政供給水平進(jìn)行分析的前提下,對太原市保障性住房的財(cái)政供給水平與全國平均水平進(jìn)行比較,認(rèn)識到本地區(qū)與全國平均水平還有很大的差距。再次,本文采用灰色關(guān)聯(lián)度分析的方法,研究影響保障房供給的主要因素,分析各因素影響程度的不同及變化情況,對太原市保障性住房供給提供理論上和數(shù)據(jù)上的支撐。最后,根據(jù)保障房供給的主要影響因素及太原市保障房供給存在的問題,提出了針對太原市的保障房供給改進(jìn)意見。分析結(jié)果表明,財(cái)政收入水平、居民可支配收入、住宅竣工面積是影響太原市保障房供給的主要因素。根據(jù)保障房供給的主要影響因素及太原市保障房供給存在的問題,需要太原市政府能在發(fā)展經(jīng)濟(jì),提高人民收入水平的同時,完善保障房供應(yīng)體系,拓寬保障房融資渠道,擴(kuò)大保障房供給覆蓋人群,才能實(shí)現(xiàn)太原市住房保障供給水平的提升。
[Abstract]:Since the implementation of the housing security system in China, the supply of affordable housing has played an important role in solving the housing problem of residents. Indemnificatory apartment supply is an important measure taken by our country in order to build a well-off society in an all-round way. In recent years, in order to improve the overall level of housing security for residents and solve the housing difficulties of low-income groups, the government has made remarkable achievements in large-scale construction of affordable housing, especially during the 12th Five-Year Plan period. The large-scale construction of affordable housing in China has largely solved the housing problem of low-income groups in China. However, the continuous expansion of the scale of affordable housing construction is a huge test to the government's supply capacity. It can be said that the level of indemnificatory apartment supply determines the level of housing security in a region. The research on the influencing factors of indemnificatory apartment supply is helpful for the government to improve the efficiency of the implementation of housing security policy and to realize the goal of "home ownership". As the capital city of Shanxi Province, the research on the supply of affordable housing in Taiyuan has representative significance in many second-tier cities in China. First of all, the housing security system in Taiyuan has been continuously improved in the course of development, and a breakthrough has been made in the construction of secure housing. Based on the analysis of the supply of affordable housing in Taiyuan and the development of various types of affordable housing in Taiyuan in recent years, this paper finds out the problems existing in the supply of indemnificatory apartment. Secondly, on the premise of analyzing the financial supply level of affordable housing in Taiyuan in recent years, the financial supply level of affordable housing in Taiyuan is compared with the national average. It is recognized that there is still a big gap between the regional and the national average. Thirdly, this paper uses the method of grey correlation analysis to study the main factors that affect the supply of indemnificatory apartment, analyze the influence degree of different factors and their changes, and provide theoretical and data support for the supply of affordable housing in Taiyuan. Finally, according to the main influencing factors of indemnificatory apartment supply and the existing problems of indemnificatory apartment supply in Taiyuan, the paper puts forward some suggestions for improving indemnificatory apartment supply in Taiyuan. The results show that the level of financial income, the disposable income of residents and the completed area of housing are the main factors affecting the supply of indemnificatory apartment in Taiyuan. According to the main influencing factors of indemnificatory apartment supply and the existing problems of indemnificatory apartment supply in Taiyuan, it is necessary for Taiyuan municipal government to improve the supply system of indemnificatory apartment and broaden the financing channels of indemnificatory apartment while developing economy and raising people's income. Only by expanding the supply of indemnificatory apartment to cover the population, can the level of housing security supply in Taiyuan be improved.
