【摘要】：健康是人們的終身追求,也是人類發(fā)展的核心。突發(fā)公共衛(wèi)生事件,是與公眾健康相關(guān)的突發(fā)公共事件,其一般和群眾性疾病、傳染病等聯(lián)系在一起。突發(fā)公共衛(wèi)生事件是指即將發(fā)生或者已經(jīng)發(fā)生的重大動物疫情、食物中毒等影響公眾健康的事件。由于突發(fā)公共衛(wèi)生事件與公眾健康息息相關(guān),故而一旦出現(xiàn)公共衛(wèi)生事件,人類健康將直接面臨挑戰(zhàn),社會穩(wěn)定以及經(jīng)濟(jì)發(fā)展也將受到影響。怎樣有條不紊的應(yīng)對公共衛(wèi)生事件,如何科學(xué)有效的降低公共事件危害,這成為當(dāng)前各國政府所面臨的難題。全球化的加速以及信息化時代的到來,各種突發(fā)事件層出不窮,然而在這些突發(fā)事件當(dāng)中,突發(fā)公共衛(wèi)生事件發(fā)生的頻率和負(fù)面影響是位居前列的。目前,縣級政府在處理突發(fā)衛(wèi)生事務(wù)時,存在一定的局限性:專業(yè)的應(yīng)急隊(duì)伍綜合素質(zhì)不高,相關(guān)法律體系不健全,疫情信息閉塞等。雖然現(xiàn)在對于突發(fā)衛(wèi)生事件的研究越來越多,但是相關(guān)理論對于應(yīng)對各種衛(wèi)生事件不是那么的全面。因此全面地分析縣級政府突發(fā)公共衛(wèi)生事件應(yīng)急管理現(xiàn)狀,存在的問題及原因,從而有助于提出應(yīng)對突發(fā)公共衛(wèi)生事件的有效措施。本論文以縣級政府突發(fā)公共衛(wèi)生事件的應(yīng)急管理為研究對象,從實(shí)際情況出發(fā),運(yùn)用突發(fā)衛(wèi)生事件應(yīng)急管理等相關(guān)理論成果,借鑒國內(nèi)外理論和實(shí)踐經(jīng)驗(yàn),就加強(qiáng)突發(fā)公共衛(wèi)生事件應(yīng)急管理進(jìn)行了研究。本文在研究過程中主要運(yùn)用理論演繹法、文獻(xiàn)研究法、比較研究法等方法,首先針對突發(fā)公共衛(wèi)生事件應(yīng)急管理相關(guān)的理論資料加以整理和總結(jié),其次對縣級政府應(yīng)急管理現(xiàn)狀、存在的問題及原因進(jìn)行了深入的闡述和分析,最后在國內(nèi)外突發(fā)公共衛(wèi)生事件應(yīng)急管理相關(guān)研究基礎(chǔ)上,針對縣級政府突發(fā)公共衛(wèi)生事件應(yīng)急管理提出相應(yīng)的措施和建議。
[Abstract]:Health is people's lifelong pursuit, but also the core of human development. Public health emergencies are public emergencies related to public health, which are associated with general and mass diseases, infectious diseases and so on. Public health emergency refers to the important animal epidemic and food poisoning that are about to occur or have already occurred. As public health emergencies are closely related to public health, once public health events occur, human health will face direct challenges, social stability and economic development will also be affected. How to deal with public health events methodically and how to reduce the harm of public events scientifically and effectively has become a difficult problem faced by governments all over the world. With the acceleration of globalization and the arrival of the information age, a variety of emergencies emerge in endlessly. However, among these emergencies, the frequency and negative impact of public health emergencies are in the forefront. At present, the county-level government has some limitations in dealing with emergency health affairs: the comprehensive quality of the professional emergency team is not high, the relevant legal system is not perfect, the information of epidemic situation is blocked and so on. Although there are more and more researches on emergency health events, the related theories are not so comprehensive in dealing with all kinds of health events. Therefore, the present situation, problems and causes of emergency management of public health emergencies in county-level governments are comprehensively analyzed, which will help to put forward effective measures to deal with public health emergencies at the county level. This paper takes the emergency management of public health emergencies at county level government as the research object, from the actual situation, using the emergency management of emergency health emergencies and other related theoretical achievements, learn from the domestic and foreign theory and practical experience. This paper studies how to strengthen the emergency management of public health emergencies. This paper mainly uses the methods of theoretical deduction, literature research, comparative research and so on in the research process. Firstly, the theoretical data related to the emergency management of public health emergencies are sorted out and summarized. Secondly, the current situation, existing problems and reasons of emergency management of county government are expounded and analyzed in depth. Finally, on the basis of relevant research on emergency management of public health emergencies at home and abroad, This paper puts forward the corresponding measures and suggestions for the emergency management of public health emergencies in county-level governments.
