【摘要】：近二十年互聯(lián)網(wǎng)技術(shù)的發(fā)展,帶動了全球經(jīng)濟(jì)不斷發(fā)展,更深刻的改變著人類的思維方式。政府信息化改革是當(dāng)下全球各國政府共同面對的歷史新使命。信息技術(shù)帶來的變革,已經(jīng)從經(jīng)濟(jì)領(lǐng)域逐漸向政治領(lǐng)域擴(kuò)散�；谛畔⒓夹g(shù)的政府信息化改革已經(jīng)是未來國家競爭中最重要的環(huán)節(jié)。政府工作信息化改革順應(yīng)這一潮流搭乘技術(shù)變革的快車,甚至在這一行列中領(lǐng)跑,是未來經(jīng)濟(jì)競爭,乃至國家競爭中保持優(yōu)勢的必要前提。目前我國從中央到地方,各級政府對此已有比較清晰的認(rèn)識,也在進(jìn)行各種有益的嘗試。電子政務(wù)建設(shè)已在實施之中,整體水平較之十年前乃至五年前已經(jīng)可謂天壤之別。同時,在政府的組織結(jié)構(gòu)方面,順應(yīng)趨勢也在積極調(diào)整改變。簡化行為流程,不斷創(chuàng)新公共服務(wù)模式。在公共服務(wù)模式的優(yōu)化和創(chuàng)新方面,成績顯著。ZT互聯(lián)網(wǎng)公司成立于2009年,主營業(yè)務(wù)是電子政府公共服務(wù)平臺等軟件的開發(fā),在政府政務(wù)服務(wù)電子化的背景下,ZT互聯(lián)網(wǎng)公司迅速成長,短短7年已經(jīng)在河北等省份占領(lǐng)了市場,具有較好的前景。但是由于公司成立時間較短,缺乏對于未來發(fā)展戰(zhàn)略的規(guī)劃。本文從ZT互聯(lián)網(wǎng)公司的實際情況出發(fā),對互聯(lián)網(wǎng)公司發(fā)展的內(nèi)外環(huán)境進(jìn)行分析和評價。本文使用了 PEST模型對ZT互聯(lián)網(wǎng)公司發(fā)展的宏觀環(huán)境進(jìn)行了分析,又使用了波特五力模型對ZT互聯(lián)網(wǎng)公司發(fā)展的行業(yè)環(huán)境進(jìn)行了分析,接著對ZT互聯(lián)網(wǎng)公司發(fā)展外部環(huán)境進(jìn)行了評價,認(rèn)為威脅大于機(jī)會。接著使用了 VRIO模型以及核心競爭力理論對ZT互聯(lián)網(wǎng)公司發(fā)展的內(nèi)部環(huán)境進(jìn)行了分析,并對ZT互聯(lián)網(wǎng)公司內(nèi)部環(huán)境進(jìn)行了評價,認(rèn)為優(yōu)勢大于劣勢。最后文章對ZT互聯(lián)網(wǎng)公司的發(fā)展戰(zhàn)略框架、公司層戰(zhàn)略和業(yè)務(wù)層戰(zhàn)略進(jìn)行了制定,并對ZT互聯(lián)網(wǎng)公司的發(fā)展戰(zhàn)略方案的保障措施進(jìn)行了闡述。
[Abstract]:The development of Internet technology in the past two decades has led to the continuous development of the global economy and has changed the way of human thinking more profoundly. The reform of government informatization is a new historical mission that governments all over the world are facing. The change brought about by information technology has gradually spread from the economic field to the political field. The government informatization reform based on information technology is the most important link in the future national competition. The reform of government work informatization conforms to this trend and takes the fast train of technological change, and even leads in this line, which is the necessary prerequisite for future economic competition and even national competition to maintain its advantages. At present, governments at all levels have a clear understanding of this from the central to local levels, and are also carrying out various beneficial attempts. E-government construction has been implemented, the overall level compared to 10 years ago and even five years ago is a very different. At the same time, in the government's organizational structure, the trend is also actively adjusting and changing. Simplify the behavior process and innovate the public service mode. In terms of the optimization and innovation of the public service model, the outstanding achievements. ZT Internet Company was founded in 2009. Its main business is the development of software such as e-government public service platform. Under the background of electronic government affairs service, the Internet company of ZT has grown rapidly, and has occupied the market in Hebei and other provinces in just 7 years, which has a good prospect. However, due to the short time of establishment, the lack of future development strategy planning. Based on the actual situation of ZT Internet Company, this paper analyzes and evaluates the internal and external environment of the development of Internet Company. In this paper, PEST model is used to analyze the macro environment of ZT Internet Company, and Porter's five Force Model is used to analyze the industry environment of ZT Internet Company. Then, the author evaluates the external environment of ZT Internet Company and concludes that the threat is greater than the opportunity. Then, VRIO model and core competence theory are used to analyze the internal environment of ZT Internet Company, and the internal environment of ZT Internet Company is evaluated, which shows that the advantages are greater than the disadvantages. Finally, the development strategy frame, corporate strategy and business level strategy of ZT Internet Company are formulated, and the safeguard measures of ZT Internet Company's development strategy plan are expounded.
