【摘要】：伴隨著全球氣候變化和我國現(xiàn)代化進程加快,各種自然災害的發(fā)生頻率、危害程度都比以往要大。為最大程度保障人民群眾生命財產(chǎn)安全,我國逐步建立起了一套科學的自然災害應急管理體系,其中包括“應急預案”、“應急體制”、“應急機制”和“應急法制”。這套體系雖然符合我國的基本國情,在歷次大災面前也體現(xiàn)出了科學性、有效性,但是由于政府應急管理存在“碎片化”問題,自然災害應急管理工作過程中“政府失靈”的現(xiàn)象并不鮮見。而且我國自然災害應急管理目前仍以政府的行政命令、行政動員為主,政府一家獨大,缺乏與其他主體的合作,同時其他主體參與應急管理的局面也有待改善。在這種背景下,本文從治理理論角度出發(fā),對我國應急管理主體參與情況進行了系統(tǒng)而深入的分析研究。本文認為要完善我國自然災害應急管理體系,提高應急管理工作質(zhì)量,除了政府自身要實現(xiàn)各種整合外,還要大力引入和發(fā)展其他主體來互相補充,形成一股合力共同參與到抗災應災的過程中。本文借鑒了整體性治理和網(wǎng)絡治理的理念,針對各主體參與自然災害應急管理存在的問題和不足提出了一些解決和改進措施。通過這些措施的運用可以整合多個主體參與到我國自然災害應急管理當中來,以進一步保障人民群眾的生命安全和財產(chǎn)利益。
[Abstract]:With the rapid development of global climate change and China's modernization, the frequency and harm of all kinds of natural disasters are greater than before. In order to ensure the safety of people's lives and property to the greatest extent, China has gradually established a set of scientific natural disaster emergency management system, including "emergency plan", "emergency system", "emergency mechanism" and "emergency legal system". Although this system conforms to the basic national conditions of our country, it also reflects its scientific and effective nature in the face of all the major disasters, but because of the "fragmentation" of government emergency management, The phenomenon of "government failure" in the process of natural disaster emergency management is not uncommon. At present, the emergency management of natural disasters in our country is still based on the administrative order of the government, administrative mobilization is the main task, the government is dominant, and it lacks the cooperation with other subjects. Meanwhile, the situation of other subjects participating in emergency management also needs to be improved. Under this background, this paper makes a systematic and in-depth study on the participation of emergency management subjects in China from the perspective of governance theory. This paper holds that in order to perfect the natural disaster emergency management system and improve the quality of emergency management, in addition to the government itself to achieve various integration, but also to introduce and develop other subjects to complement each other. Form a joint effort to participate in the disaster response process. This paper draws lessons from the concepts of holistic governance and network governance, and puts forward some measures to solve and improve the problems and shortcomings of participating in the emergency management of natural disasters. Through the application of these measures, many subjects can be integrated into the emergency management of natural disasters in China, in order to further protect the safety of life and property interests of the people.
