新疆阿瓦提縣鄉(xiāng)鎮(zhèn)基本公共服務(wù)滿意度研究

【摘要】:基層政府作為我國政府結(jié)構(gòu)中的基礎(chǔ),屬于地方政府中的地層級(jí),直接服務(wù)廣大公眾,是直接聯(lián)系群眾最多的地方,國家政策的實(shí)施、政府職能的體現(xiàn)都需要基層政府來完成,尤其是公共服務(wù)和公共產(chǎn)品,更需要基層政府來實(shí)施,因此,基層政府公共服務(wù)水平、服務(wù)態(tài)度、服務(wù)質(zhì)量等的好壞直接影響廣大基層民眾對(duì)政府滿意的程度。本文以新疆阿瓦提五鄉(xiāng)三鎮(zhèn)為例,探索分析基層鄉(xiāng)鎮(zhèn)公共服務(wù)滿意度。本文分析了眾多的滿意度模型,采取案例分析和調(diào)查的方法來研究新疆阿瓦提縣鄉(xiāng)鎮(zhèn)政府的公眾滿意情況,就案例選擇的阿瓦提縣各鄉(xiāng)鎮(zhèn)來說,可以根據(jù)調(diào)研情況及分析數(shù)據(jù),有針對(duì)性地改進(jìn)公共服務(wù),補(bǔ)足短板,提升本地居民對(duì)基層政府的滿意度,不僅對(duì)阿瓦提本地有意義,也對(duì)其他地區(qū)和鄉(xiāng)鎮(zhèn)的公共服務(wù)有很好的實(shí)踐參考意義。本文經(jīng)過調(diào)研統(tǒng)計(jì)分析發(fā)現(xiàn),阿瓦提縣鄉(xiāng)鎮(zhèn)公共服務(wù)總體狀況一般,公共服務(wù)總體感知狀況的統(tǒng)計(jì)距離公眾的需求還有一定的差距。同時(shí),公共服務(wù)還存在一些明顯的問題:公共服務(wù)供給不平衡;公共服務(wù)對(duì)象的成熟程度不同,公眾權(quán)利意識(shí)有較大差異;公眾對(duì)公共服務(wù)有主觀上的感知差異,缺乏對(duì)公共服務(wù)的反饋等。產(chǎn)生這些問題的因素主要有:一是公共服務(wù)需求與供給矛盾突出。公共服務(wù)投入不足,公共財(cái)政資金困難,而同時(shí)公眾對(duì)公共服務(wù)的需求在不斷增長。二是公共服務(wù)機(jī)制不夠完善,地方財(cái)政轉(zhuǎn)移支付還存在缺陷,公共服務(wù)供給主體單一,缺乏社會(huì)第三方等組織參與。三是公共服務(wù)人員素質(zhì)還有待提高,公共服務(wù)人才緊缺。有些地方基層干群關(guān)系不夠和諧,公眾與政府對(duì)公共服務(wù)的理解溝通不一致,影響了公共服務(wù)水平。結(jié)合問題分析,本文提出了提升和改進(jìn)阿瓦提縣鄉(xiāng)的公共服務(wù)的路徑。首先是保障公共服務(wù)投入,增加公共服務(wù)財(cái)力。采取措施努力增加縣鄉(xiāng)財(cái)力,多渠道籌集基層社會(huì)保障資金,加大對(duì)基層社會(huì)保障的投入。同時(shí),鼓勵(lì)社會(huì)資金參與,以便形成一個(gè)多方籌集資金和多個(gè)供給主體的局面來改進(jìn)公共服務(wù)。其次,改進(jìn)公共服務(wù)質(zhì)量,健全公共服務(wù)制度,創(chuàng)新管理和服務(wù)方式。針對(duì)基層的低收入低學(xué)歷的基層群眾采用他們能接受好理解的方式,提高公眾對(duì)公共決策的參與度,基層政府在進(jìn)行公共服務(wù)的決策中要重視來自普通民眾的意見和建議。第三,監(jiān)督公共服務(wù)績效,進(jìn)行公共服務(wù)評(píng)價(jià)。最后,尊重公眾情感需要,提升公眾社會(huì)地位感知。幫助公民明確表達(dá)及實(shí)現(xiàn)其公共利益,引導(dǎo)公眾合理預(yù)期。增強(qiáng)公眾對(duì)政府的了解、加大各類公共服務(wù)內(nèi)容和供給對(duì)象的透明度。
[Abstract]:As the foundation of the government structure, the grass-roots government belongs to the stratum level in the local government and serves the public directly. It is the place where the people are directly connected with the masses. The implementation of the national policy and the embodiment of the functions of the government all need to be completed by the grass-roots government, especially the public services and public products. The level of the level of public service, service attitude and quality of service of the government directly affect the degree of satisfaction to the government at the grass-roots level. This paper, taking the three towns in Awati, Xinjiang, as an example, explored and analyzed the satisfaction of the public service at the grass-roots level. This paper analyzed a large number of satisfaction models, and took the method of case analysis and investigation to study the new type of satisfaction. The public satisfaction of the township government in Awati County, Xinjiang, can improve the public service, make up the short board and improve the satisfaction of local residents to the grass-roots government according to the investigation and analysis of the data of the villages and towns of Awati County, which is selected in the case of the case. It is not only meaningful to local people in Awati, but also to the public of other regions and villages and towns. The service has a good practical reference significance. Through the survey and statistical analysis, this paper finds that the general public service status of township and township public service in Awati county is general, and there is still a certain gap between the general public service perception and the public demand. At the same time, there are some obvious problems in public service: the imbalance of public service supply; public service, There are great differences in the maturity of the image and public rights awareness; the public has subjective differences in public service and lack of feedback on public services. The main factors are as follows: first, the contradiction between the demand and supply of public service is prominent. The public service is not enough, the public finance is difficult, and the public is public to the public. The demand for service is growing. Two, the public service mechanism is not perfect, the local financial transfer payment is still defective, the main body of public service supply is single, and the third party organizations lack the participation of the social organizations. Three, the quality of public service personnel remains to be improved, the public service personnel are short of harmony, the public and the public are not harmonious. The government's understanding of public service is inconsistent and affects the level of public service. Based on the problem analysis, this paper puts forward the way to promote and improve the public service in Awati county and township. First, it is to ensure public service investment and increase the financial resources of public service. Increase the investment in social security at the grass-roots level. At the same time, we should encourage the participation of social funds so as to form a multi party fund raising and multiple supply subjects to improve the public service. Secondly, improve the quality of public service, improve the public service system, innovate management and service. We can accept a good understanding of the way to improve public participation in public decision-making. Grass-roots governments should pay attention to the opinions and suggestions from ordinary people in the decision-making of public service. Third, supervision of public service performance and public service evaluation. Finally, respect for public emotional needs, promote public social status perception. Help citizens to know. We must express and realize its public interests, guide the public to make reasonable expectations, enhance public understanding of the government, and increase the transparency of all kinds of public service contents and objects.
