【摘要】：退耕還林工程不僅具有生態(tài)建設(shè)和保護(hù)的基本功能,同時(shí)還兼具強(qiáng)農(nóng)惠農(nóng)的重要使命,政策覆蓋范圍廣、牽扯利益眾多,執(zhí)行過(guò)程極具復(fù)雜性,然而,在基層政府,退耕還林政策如何被具體執(zhí)行,這一政策執(zhí)行過(guò)程“黑箱”有待揭開(kāi)。本研究從激勵(lì)的視角提出一個(gè)新的分析框架,以吳起縣退耕還林為案例,通過(guò)對(duì)退耕還林政策的制度設(shè)計(jì)、執(zhí)行結(jié)構(gòu)和執(zhí)行過(guò)程進(jìn)行動(dòng)態(tài)性的個(gè)案深描研究,深入分析與探討政策執(zhí)行的主要影響因素及作用機(jī)制。研究認(rèn)為,退耕還林政策作為政府動(dòng)員型政策,具有“高位推動(dòng)”和“多級(jí)聯(lián)動(dòng)”的特點(diǎn),地方政府在治理中扮演了“代理型政權(quán)經(jīng)營(yíng)者”和“謀利型政權(quán)經(jīng)營(yíng)者”的雙重角色。在政策執(zhí)行中,政策任務(wù)的逐級(jí)發(fā)包和自上而下的目標(biāo)責(zé)任考核形成行政壓力在執(zhí)行組織體系中傳導(dǎo),進(jìn)而對(duì)地方政府形成強(qiáng)激勵(lì)；中央財(cái)政補(bǔ)貼對(duì)退耕農(nóng)戶形成強(qiáng)激勵(lì),但對(duì)地方政府的激勵(lì)失效。因此,政治激勵(lì)是地方政府在退耕還林政策執(zhí)行過(guò)程中的主要影響因素,一定情景下,經(jīng)濟(jì)激勵(lì)的驅(qū)動(dòng)不足需要政治激勵(lì)予以彌補(bǔ)。
[Abstract]:The project of returning cropland to forest not only has the basic function of ecological construction and protection, but also has the important mission of strengthening agriculture and benefiting farmers. The policy covers a wide range, involves a lot of interests, and the implementation process is extremely complicated. However, in the grass-roots government, How to implement the policy of returning cropland to forest, the process of implementation of this policy "black box" needs to be unravelled. This study puts forward a new analysis framework from the perspective of motivation, taking Wuqi County as a case study, through the system design, implementation structure and implementation process of the policy of returning cropland to forest, a deep case study is carried out. Deeply analyze and discuss the main influencing factors and mechanism of policy implementation. The study holds that the policy of returning cropland to forest, as a mobilization-type policy of the government, has the characteristics of "high promotion" and "multi-level linkage". The local government plays a dual role of "agent regime manager" and "profit-seeking regime operator" in governance. In the process of policy implementation, the administrative pressure is transmitted through the executive organization system, and the central financial subsidy forms a strong incentive to the farmers who return farmland, so that the administrative pressure is transmitted through the executive organization system, and the top-down objective responsibility assessment of the policy task is carried out step by step, and the central financial subsidy forms a strong incentive to the peasant households returning to farmland. But incentives to local governments have failed. Therefore, political incentive is the main influence factor of local government in the process of implementing the policy of returning cropland to forest. In a certain situation, the insufficient drive of economic incentive needs to be compensated by political incentive.
